State of Ohio, The

Description

The showdown between the governor and the auditor over JobsOhio is over – for now. But the controversy over the non-profit job creating entity continues. A proposal to increase Ohio’s speed limit to 70 mph on rural interstate highways is part of the $7.6 billion transportation bill, which is now on its way to the Governor after clearing the House and Senate this week. The Ohio House has approved two bills that make election law changes, including one that would restrict the time groups have to collect extra signatures needed to ensure their ballot issues get before voters. With the high-profile Steubenville rape case still in the headlines, the attorney general says he wants to provide grant money for new regional coordinators to... [ More ]

JOBS TURNS OVER ITS FINANCIAL RECORD OF THE BATTLE OVER FRUIT
AND SEE THE END OF THESE BOOKS ISN'T OVER YET.
AND THE GOVERNOR TALKS JOBS OF PILE AND THE BUDGET IN AN
EXCLUSIVE ONE-ON-ONE INTERVIEW. ALL THIS WEEKEND IN "THE STATE
OF OHIO." SHOWDOWN BETWEEN THE GOVERNOR
AND AUDITOR OF JOBS OHIO OVER. THE JOB -- THE NON-PROFIT JOBS
CREATED TURNED OVER ITS FINANCIAL RECORD.
A SUBPOENA WAS ISSUED FOR THOSE RECORDS.
JOBS OHOI AS IT IS REFUNDED THE $1 MILLION IT GOT FROM THE
STATES IN STUNNED COST AND OTHER GRANTS WHICH TOTALED MORE THAN
$5 MILLION. EITHER JOBS OHIO NOR THE
GOVERNOR'S OFFICE IS HAPPY. LAWMAKERS NEEDS TO STOP WHAT HE
CALLS A CHILLING EFFECT ON JOB CREATION CAUSED BY MISTAKEN
OVERLY INTRUSIVE INTERPRETATION OF THE AUDITOR'S DUTY.
JOBS OHIO'S CIO QUOTED, -- WE WILL HAVE MORE ON THAT COMING
UP IN MY INTERVIEW WITH GOVERNOR JOHN KS.
THE SPEED LIMIT WILL BE INCREASED TO 70 MILES PER HOUR
AND IS PART OF THE $6 BILLION TRANSPORTATION BILL.
IT IS ON ITS WAY TO THE GOVERNOR AFTER CLEARING HOUSE AND SENATE
THIS WEEK. THE BILL SETS A MAXIMUM SPEED
LIMITS FOR INTERSTATE FREEWAY OUT TO PELTZ AND URBAN AREAS AT
65 MILES PER HOUR AND ON FREEWAYS IN CONGESTED AREAS AT
55 MILES PER HOUR. IT IS A $1.5 BILLION TURNPIKE
BOND SALE THAT WOULD RAISE MONEY FOR HIGHWAY PROJECTS.
THE OHIO HOUSE HAS APPROVED TWO BILLS THAT MAKE ELECTION LAW
CHANGES. THE MORE CONTENTIOUS MEASURE
WOULD RESTRICT THE TIME VOTERS HAVE TO COLLECT EXTRA SIGNATURES
NEEDED TO INSURE THEIR BACK -- TO ENSURE THEIR BALLOT ISSUES
GET ON THE ORDERS. GROUPS COULD NOT GATHER
ADDITIONAL SIGNATURES TO THE SECRETARY OF STATE NOTIFIED THEM
WHETHER THEIR INITIAL POSITIONS HAVE FALLEN SHORT.
SUPPORTERS WANT GROUPS TO HAVE A UNIFORM NUMBER OF DAYS.
OPPONENTS SAY THE BILL ERODES REFERENDUM AND INITIATIVE
RIGHTS. THE OTHER BILL WOULD HAVE ACCESS
TO THE POLLS FOR DISABLED VOTERS.
EVERY TWO MINUTES SOMEONE IN THE UNITED STATES IS SEXUALLY
ASSAULTED. THE CENTER FOR DISEASE CONTROL
ESTIMATES THAT 743,000 OHIO WOMEN ARE SURVIVORS OF RAPE.
WITH THE STEUBENVILLE RATE CASE STILL ON THE HEADLINES, GRANT
MONEY IS TO BE GRANTED TO REGIONAL COORDINATORS TO OVERSEE
COMPREHENSIVE SERVICES FOR VICTIMS OF SEXUAL ASSAULT ON THE
STATE. A STUDY OF 88 COUNTIES SHOWED 52
OF THEM DO NOT OFFER SUCH
00:03:50PROGRAMS.
SUCH COUNTIES HAVE A PATCHWORK OF SERVICES AND OTHER
COUNTIES HAVE FEWER SERVICES IF AT ALL.
IT SHOULD NOT MATTER. IT SHOULD NOT MATTER.
IT MUST NOT MATTER. IF YOU ARE A VICTIM OF CRIME
ANYWHERE IN THE STATE OF OHIO, YOU DESERVE ACCESS TO THE
COMPREHENSIVE AND MOST COMPLETE
00:04:09SERVICES POSSIBLE.
THE FIVE-YEAR CUT IT FOCUSES ITS FIRST YEAR ON EXPANDING
SERVICES TO CRAWFORD, MEG, PERRY COUNTY.
STATE LAWMAKERS ARE PROPOSING A BILL TO LOBBY A $100 FEE ON SEX
OFFENDERS TO PAY FOR RAPE CRISIS PROGRAMS.
IF THERE WAS ANY DOUBT THE 2014 CAMPAIGNS HAVE BEGUN THERE
SHOULD NOT BE. ED FITZGERALD HAS BEEN MAKING
THE ROUNDS, SPEAKING LAST WEEKEND AT OHIO DEMOCRATIC PARTY
STATE DINNER IN COLUMBUS. HE WAS THE SOLE HEADLINER AFTER
CONGRESSMAN TIM RYAN DROPPED OUT OF THE PROGRAM JUST HOURS AFTER
ISSUING A STATEMENT SAYING HE WILL NOT RUN FOR GOVERNOR NEXT
YEAR. FITZGERALD HAS FORMED AN
EXPLORATORY COMMITTEE AND HAS NOT MADE ANY OFFICIAL
ANNOUNCEMENT. THE LOG AND A CASE IT WAS THE
SPEAKER AT A HAMILTON COUNTY REPUBLICAN PARTY DINNER.
GOV. KS SICK DOES NOT OFTEN DO ONE-ON-ONE INTERVIEWS WITH ANY
SUBJECT HE HAS BEEN A GUEST ON THIS SHOW ONLY TWICE.
THE LAST TIME WAS THIS -- THE LAST TIME WAS WHEN HE WAS
ELECTED IN 2010. HE REACHED OUT FOR A CHANCE TO
TALK ABOUT HIS BUDGET. IT IS NOT JUST CONSERVATIVES IN
THE STATE HOUSE. THIS WEEK THE OHIO CHAMBER OF
COMMERCE TOLD THE HOUSE FINANCE COMMITTEE THAT WHILE THE CHAMBER
LIKES THE INCOME TAX CUT IN THE BUDGET IT DOES NOT LIKE THE WAY
THE TAX CUT IS BEING PAID FOR.
00:05:36THE CHAMBER WAS CONCERNED
THAT THE PROPOSED EXPANSION OF THE SALES TAX OF VIRTUALLY ALL
BUSINESS AND PROFESSIONAL SERVICES IS A PROPOSED TAX
INCREASE IN ONE SPECIFIC GROUP OF TAXPAYERS, DRILLERS OF
HORIZONTAL OIL AND GAS WELLS, WOULD RESULT IN AN OVERALL ON
HELP THE SHIFT IN TAX BURDEN TO
00:05:56OHIO EMPLOYERS.
I TALKED TO THE GUNNER ON
00:05:59WEDNESDAY.
THERE IS A COALITION COMING TOGETHER BEHIND YOUR BUDGET.
PEOPLE WHO MAY OR MAY NOT HAVE BEEN YOUR BIGGEST SUPPORTERS
BEFORE THIS PARTICULAR BUDGET. THERE ARE ALSO A LOT OF
LAWMAKERS WHO ARE SUPPORTIVE OF YOUR POLICIES IN THE PAST TWO
ARE BREAKING AWAY FROM THIS.
00:06:14WERE YOU SURPRISED?
I AM NOT SURPRISED BY ANYTHING.
I HAVE BEEN THE GOVERNOR FOR A LONG TIME AND CHANGE IS HARD FOR
PEOPLE. PEOPLE THINK ABOUT THEIR OWN
SELF-INTEREST FIRST. IF YOU CAN SHOW THEM THE SELF-
INTEREST AS PART OF THE CHANGE THAT GETS THEM LOOKING.
THEN YOU HAVE TO APPEAL TO THEM TO DO THE RIGHT THING.
PASSING ANY LEGISLATION IS FLUID.
THINGS ARE SUBJECT TO CHANGE. SOMETIMES I FELT LIKE JAMES BOND
BACK WHEN I WAS IN WASHINGTON. THE CEILING IS COMING DOWN, THE
WALL'S COLLAPSING. IT ALWAYS SEEMS TO WORK OUT.
WE ARE SPECIFICALLY TALKING ABOUT MEDICAID.
MEDICAID IS A PROGRAM THAT WE CAN CAPTURE OUR DOLLARS BACK, 13
BILLION. IT IS A PROGRAM FOR PEOPLE WHO
ARE DISABLED, MENTALLY ILL, DRUG ADDICTED, AND HELPS SUPPORT THE
STRENGTHENING OF OUR HOSPITALS BOTH RAW OR UNDER BEEN -- BOTH
RURAL OR URBAN. WE CAN GET OUR DOLLARS BACK TO
HELP. THERE ARE CONCERNS ABOUT DEBT.
THERE ARE CONCERNS OF PRIMARIES. THERE ARE ALL KINDS OF CONCERNS.
AT THE END OF THE DAY I HOPE WE WILL BE ABLE TO OVERCOME THIS
PROBLEM. I WILL TELL YOU THAT I AM NOT
INCLINED TO HAVE THEM REJECT FEDERAL DOLLARS AND THEN TRY TO
USE THE DOLLARS TO TRY TO PATCH SOMETHING.
THAT MEANS OHIOANS WOULD BE PAYING TWICE.
THEY WOULD BE PAYING THEIR FEDERAL TAXES AND THEN THEY
WOULD PAY ANOTHER TIME. THAT DOES NOT MAKE ANY SENSE TO
ME. AT THE END OF THE DAY I AM
HOPEFUL WE ARE GOING TO GET THERE.
IT IS ALWAYS A BUMPY RIDE. CHANGE IS VERY DIFFICULT.
OHIO IS IN THE MIDST OF TRANSFORMATION.
INSTEAD OF OHIO WITH A RING ON A FINE AND DYING WE ARE NOW
GROWING. -- INSTEAD OF OHIO WITH A RING
ON A VINE AND DYING WE ARE NOW GROWING TWEET -- WITHERING ON A
VINE AND DYING WE ARE NOW GROWING.
BIG IDEAS ARE HEALTHY IN A STATE
00:08:28THAT WANTS TO BE MORE ROBUST.
I WANT TO ASK YOU ABOUT THE INCOME TAX CUT.
IT IS A CORNERSTONE OF YOUR BUDGET.
50% FOR SMALL BUSINESSES. IT IS PAID FOR AND IN LARGE
PART BY THE EXPANSION OF THE
00:08:46SALES TAX.
I AM NOT SURE YOU HAVE YOUR NUMBERS RIGHT.
LET ME JUST TELL YOU THAT I THINK WE CAN ACHIEVE A SMALL
BUSINESS TAX CUT WITHOUT ANY TAX REFORM.
THEN THE QUESTION GETS TO BE CAN WE DO MORE THAN THAT?
OHIO'S INCOME TAXES ARE TOO HIGH.
WE NEED TO REDUCE AND SO THEY ARE MORE COMPETITIVE.
IF YOU FOLLOW ALL THE WAY THROUGH ON THE TAX CUTTING IT
PROBABLY TAKES SOME PEOPLE OFF OF THE TAX ROLLS.
OUR SMALL BUSINESS TAX CUT, WHICH SAYS THAT A FLORIST MAKES
$30,000 AND THEY ONLY PAY TAXES ON 15,000, WHAT A SHOT IN THE
ARM FOR SMALL BUSINESSES. YOU HAVE TO FIGURE OUT HOW TO
GET THERE. PART OF IT IS PAID FOR BY THE
COUNTY WE HAVE RECEIVED BY BEING GOOD STEWARDS.
THE OTHER INVOLVES TAX REFORM. TAX REFORM IS ALWAYS SOMETHING
-- "DO NOT TAX ME, TAX THE GUY WHO IS HIDING BEHIND A TREE."
THIS IS THE USUAL HUBBUB ABOUT
00:09:45THE ISSUE OF TAX REFORM.
SPECIFICALLY THE BROADENING OF THE STATE SALES TAX, THAT GOT
SOME CONCERN. YOU JUST SAID YOURSELF THAT A
HIGH OF'S TAXES ARE TOO HIGH. WHEN YOU BROADEN THE TAX ON
SERVICES THAT CANNOT HAVE A TAX
00:10:02BEFORE, IS THAT AN INCREASE?
IT IS A $1.4 BILLION TAX CUT. ABOUT 75% OF OUR ECONOMY IS
SERVICES. IF YOU PAY TAXES ON DRY
CLEANING -- THAT IS A SERVICE. WHENEVER THEY ARE SHORT MONEY
THEY GO OUT AND TAX SERVICES WITHOUT HAVING LOBBYISTS.
THAT IS HOW THEY PLUG THE HOLES. I WANT TO MAKE SURE THAT WE HAVE
A MODERN TAX SYSTEM AND USE IT TO REDUCE TAXES TO HELP SMALL
BUSINESSES AND HELP US BE MORE COMPETITIVE.
THE OTHER THING YOU HAVE TO UNDERSTAND IN MY WAY OF THINKING
IS IF YOU DO NOT LIKE MY PLAN I AM COOL WITH THAT, THERE IS NO
PRIDE OF AUTHORSHIP HERE. I AM COMMITTED TO THE GOALS OF
MAKING A HIGH OF MORE COMPETITIVE, HELPING SMALL
BUSINESS, AND MOVING OUR STATE FORWARD.
IF YOU DO NOT LIKE MY TAX PLAN, WHAT DO YOU LIKE?
THAT IS NOT HOW WE BUILD A STRONGER OHIO.
WE BUILD A STRONGER OHIO BY GETTING PEOPLE TO BE PART OF A
TEAM. WE HAVE GOT THE HOSPITALS AS
PART OF THAT TEAM, WE HAVE HIGHER EDUCATION AS PART OF THE
TEAM. WE JUST HAVE TO KEEP DOING THAT
IF OHIO IS GOOD TO BE AS GREAT
00:11:14AS IT CAN BE.
WHEN YOU TALK ABOUT THE INCOME TAX, WHICH IS SOMETHING
YOU HAVE TALKED ABOUT SINCE YOU LOST YOUR CAMPAIGN.
THERE HAS BEEN SOME TESTIMONY IN THE HOUSE FINANCE COMMITTEE THAT
THE EFFECTS FROM AN INCOME TAX CUT WOULD BE EXAGGERATED.
MAYBE THERE ARE OTHER FACTORS INVOLVED.
FOR EXAMPLE THERE HAS BEEN NOTED THAT CALIFORNIA HAS A PRETTY
HIGH INCOME TAX. BUSINESSES ARE NOT NECESSARILY
FLOCKING TO NEVADA.
00:11:46BUSINESSES ARE SPENDING EVERY
DAY THINKING HOW THEY CAN GET OUT TO CALIFORNIA.
THAT IS A FACT. I DO NOT KNOW WHO THESE
NAYSAYERS ARE THAT SAYS THAT A LOWER INCOME TAX DOES NOT
MATTER. I HAVE TALKED TO CEOS AND OHIO
IS WELL UP OVER 100,000 JOBS. ONE OF THE THINGS I TALK ABOUT
IS NOT ONLY TO THE ARCTIC AT TAXES BUT WE WANT TO DO IT
AGAIN. IT IS TRUE YOU NEED HAVE A GOOD
WORK FORCE. INDUSTRY DO NOT NEED TO HAVE
ONEROUS REGULATIONS. FOR THE PEOPLE WHO SAY THIS
DOESN'T MATTER, THEY CLEARLY CANNOT UNDERSTAND WHAT IT TAKES
TO TRY TO TIE THE CLOSE A DEAL -- TO TRY TO CLOSE THE DEAL.
THEY ARE ENTITLED TO THEIR OPINION.
I AM THE ONE WHO HAS TO DEAL WITH THE CEOS.
I AM THE ONE WHO HAS CLOSE THE DEAL WHEN IT COMES TO GETTING
BUSINESS EXPANSION OR GETTING BUSINESSES TO LOCATE HERE.
ANYBODY WHO TOLD YOU THAT BUSINESSES ARE NOT CONCERNED
ABOUT HIGH TAXES IN CALIFORNIA, HAD JUST READ THE OTHER DAY THAT
BILL MAHER IS TALKING ABOUT LEAVING CALIFORNIA.
IT DOES MATTER IN CALIFORNIA.
00:12:55WHEN YOU TALK ABOUT CUTTING
THE STATE INCOME TAX, LOCAL COMMUNITIES HAVE TO START
RAISING THEIR TAXES, IS THAT A
00:13:05PROBLEM?
WHEN YOU START CUTTING MONEY TO THE LOCAL COMMUNITIES AND
SCHOOLS --
00:13:11WE ARE NOT CUTTING THAT.
WE HAVE THE SINGLE BIGGEST INCREASE IN PRIMARY AND
SECONDARY EDUCATION IN -- I DO NOT KNOW WHEN WAS THE LAST TIME.
WHAT LOCAL COMMUNITIES -- I THINK MOST OF THEM THAT FOLLOW
THIS STUFF NOW. LOCAL COMMUNITIES DO BETTER WHEN
WE HAVE JOBS. WHERE WE WERE BEFORE WAS CHASING
OUR TAIL. WE LOST JOBS, WE RAISED TAXES,
WE KILLED MORE JOBS, WE RAISE MORE TAXES.
WE ARE IN A DIFFERENT SITUATION. NOW WE ARE REDUCING TAXES,
CREATING JOBS, AND HELPING COMMUNITIES.
JOBS ARE THE KEY. IT IS THE GREATEST MORAL PURPOSE
IN OUR STATE. THE FACT OF THE MATTER IS K-12
IS IMPORTANT.
00:13:55SCHOOLS ARE STILL NOT BACK TO
WHERE THEY WERE WHEN THE LAST
00:14:01BUDGET WAS INTRODUCED.
THAT IS FALSE. IT IS JUST NOT TRUE.
THEY CAN SAY WHATEVER THEY WANT. AT THE END OF THE DAY WE HAVE
SAID THAT NO SCHOOL DISTRICT WOULD BE CUT.
I REALLY DO NOT KNOW HOW YOU TALK ABOUT THAT AS A CUT.
IF YOU GIVE THEM A TRILLION DOLLARS IT WOULD NOT BE ENOUGH.
WHAT I BELIEVE IS THAT WE SHOULD BE HELPING THOSE DISTRICTS THAT
ARE POOR, THOSE DISTRICTS THAT CANNOT DO AS MUCH TO HELP
THEMSELVES. WE'LL HAVE TO WORK TO BRING
ABOUT CHANGE AND GREATER EFFICIENCIES IN OUR OPERATION.
I THINK OUR SCHOOL PLAN IS PRETTY GOOD.
IT WILL PASS LARGELY INTACT. THERE WILL BE SOME CHANGES THE
OVERALL LEVEL OF INCREASE HAS
00:15:02BEEN REALLY GOOD.
THE CRITICS HAVE POINTED OUT THAT LOCALS HAVE GOTTEN 31%
INCREASES. A 181% INCREASE IN ALBANY.
THE POOR SCHOOLS WERE FLAT
00:15:15FUNDED.
ON A PERCENTAGE INCREASE YOU CONSIDER THAT.
THEY HAVE EXPLODED THE POPULATION AND THE VALUE OF THE
PROPERTY IN THOSE COMMUNITIES HAS DECLINED.
I DO NOT KNOW IF YOU HAVE DRIVEN AROUND IN A PLACE LIKE THAT.
THAT DRIVE PROPERTY VALUES DOWN. AT THE END OF THE DAY WHEN YOU
LOOK A PLAN AND LOOK AT IT CAREFULLY, IF YOUR PROPERTY
VALUES ARE DECLINING AND YOUR STUDENT POPULATION IS INCREASING
WE ARE GOING TO HELP YOU MORE. THAT IS JUST THE WAY IT IS.
THERE ARE CRITICS OF ANY SCHOOL PLAN.
I BELIEVE THIS PLAN WILL BE FOUND CONSTITUTIONAL.
I THINK IT SETS THE FOUNDATION, HOPEFULLY AT SOME POINT FOR
ENDING THE WAR IS WHICH HAVE BEEN CALLING ON IN THE STATE FOR
25-30 YEARS.
00:16:06I WANT TO TALK ABOUT
SEVERANCE PACKAGE. YOU HAVE BEEN TALKING ABOUT THIS
FOR QUITE AWHILE. IN DECEMBER YOU HAD A YEAR AND
WERE YOU HAD THE THEN PRESIDENT AND HOUSE SPEAKER, THERE SEEMS
TO BE AN AGREEMENT THAT THIS WILL GO THROUGH THIS TIME.
NOW THE SPEAKER IS SAYING HE OPPOSES IT AND THE CAUCUS IS
LEANING AGAINST IT.
00:16:27WHAT DO YOU DO?
KEEP WORKING AT IT.
00:16:28HOW DO YOU CONVINCE HIM?
THERE IS NOT A LOT OF CONVINCING.
WE WANT THE COMPANIES TO COME FORWARD.
WHEN I TALK TO THE PRIVATE CEOS OF THIS COMPANY THEY ALL THINK
WHAT I AM PROPOSING IS FAIR. IT TOOK ME 10 YEARS TO GROUND
THE B-2 BOMBER SO WE DO NOT HAVE TO SPEND A BILLION DOLLARS PER
COPY. WE LIVE IN A SOCIETY WHERE WE
WANT IMMEDIATE GRATIFICATION. THINGS DID NOT COME IN AND DAY.
IF YOU WANT TO RUN A MARATHON YOU CANNOT RUN FOR A WEEK.
YOU RUN FOR A YEAR. HE ADDED, PERSISTENT, SMILING
AND STRONG.
00:17:25WE'LL GET THERE AT SOME POINT.
YOU HAVE THIS COALITION THAT IS BEHIND YOUR BUDGET.
I WANT TO ASK ABOUT THE MEDICAID EXPANSION IT SEEMS LIKE THERE
ARE A COUPLE OF GOVERNORS WHO
00:17:39ARE CONSIDERING THIS.
CONSIDERING, I AM FOR IT.
00:17:44POLLS SHOW THAT OHIO'S ALL
FOR THIS. THERE IS A QUESTION THAT YOU'RE
DOING THIS BECAUSE YOU GOT EVERY ELECTION CAMPAIGN -- YOU HAVE
ANY OF BE-ELECTION CAMPAIGN --
00:18:03YOU HAVE A RE-ELECTION CAMPAIGN.
I HAVE SEVERAL REPUBLICANS PICKING ME.
IT IS SILLY. I DO NOT BELIEVE YOU CAN TURN
YOUR BACK ON POOR PEOPLE, MENTALLY ILL, AND SYBIL.
IF THEY WANT TO THINK IT IS POLITICAL THEY CAN THINK THAT.
WE LIVE IN A FREE SOCIETY. I AM COMFORTABLE WITH WHY I MAKE
THESE DECISIONS. THAT IS WHY WE HAVE BEEN
SUCCESSFUL. THAT IS WHY WE HAVE THE
ENTHUSIASM IN ADMINISTRATION. PEOPLE WHO WORK THEIR BELIEF IN
THE END OF THE DAY WE ARE WORKING TO HELP THE STATE GROW
STRONGER. THAT PEOPLE PRETTY MOTIVATED TO
CONTINUE TO PUSH FOR CHANGE.
00:18:47HE SAID THIS IS AN
OPPORTUNITY FOR OHIO TO CAPTURE $13 BILLION OVER SEVEN YEARS?
THAT ARGUMENT WAS SIMILAR TO THE TRAIN ARGUMENT.
IF YOU DID NOT TAKE THE DOLLARS
00:19:04IT WOULD GO TO ANOTHER STATE.
THE TRAIN WAS ON TRACK TO NOWHERE.
IT WOULD PUT US IN A DEEP HOLE. WHEN WE HAD THE STIMULUS ISSUE
OUT THERE I SAID OHIO SHOULD TAKE STIMULUS MONEY.
THIS IS RECLAIMING OUR 13 BILLION.
I THINK THE ARGUMENT OF THE TRAIN IS -- PEOPLE CAN ARGUE IT
BUT I THINK IT IS SILLY.
00:19:28DEMOCRATS ARE SUPPORTING YOU
ON THE MEDICAID EXPANSION TW.ET
00:19:34ARE YOU NEGOTIATING WITH THEM?
I HAVE A PLAN THAT I'M GOING TO SIGN INTO LAW WHICH IS A
CONTROVERSY THAT HAS BEEN ON FOR 25-30 YEARS.
THIS PLAN WOULD MAKE SURE WE HAVE LOWER POLLS AND WOULD HELP
US TO RETURN THE PAIR -- REPAIRED THE TURNPIKE.
THE DEMOCRATIC PARTY VOTED AGAINST IT.
I RAN INTO ONE LAST NIGHT AND
00:20:11SAID WHAT ARE YOU DOING ON THIS?
HE SAYS WHEN IT COMES BACK HE WILL VOTE FOR IT.
WE JUST REMAIN PATIENT AND ENCOURAGE THEM.
WE WILL SEE. WE HAVE SUPPORT FOR THE
CLEVELAND PLAN. DEMOCRATS HELPED TO PUSH IT
THROUGH. IT IS A FLUID SITUATION.
PUTTING STAKES IN THE GROUND IN THIS POINT THAT TIME WOULD BE A
MISTAKE.
00:20:34THE REPUBLICANS YOU ALSO WANT
TO GET BEHIND YOUR WHOLE BUDGET, WHAT ARE YOU NEGOTIATING WITH
THEM?
00:20:40I WOULD LOVE TO TALK TO YOU
ABOUT ALL OF THE NEGOTIATIONS. WE HAVE AN INCREASE IN K-12 AND
WE HAVE THE NEW MEDICAID PROGRAM.
OUTSIDE OF THAT THE REST OF THE STATE GOVERNMENT IS FLAT.
WE HAVE THE LOWEST NUMBER OF STATE EMPLOYEES IN MANY YEARS.
WE HAVE BEEN VERY TIGHTFISTED. THERE WILL BE A BENEFIT FROM
WHAT WE HAVE DONE TO MAKE GOVERNMENT MORE EFFICIENT.
I BELIEVE THAT WILL ACCOMMODATE THE SMALL BUSINESS TAX CUT.
THERE IS PLENTY OF REVENUE TO DO THAT.
I DO NOT THINK THAT IS WHERE WE OUGHT TO STOP.
WITH REPUBLICANS, A FRIEND OF MINE SAID GOT CREATIVE
REPUBLICANS TO CUT SPENDING AND TAXES AND I HAVE BEEN
DISAPPOINTED IN THEM. I KEEP ENCOURAGING MY COLLEAGUES
TO REMEMBER WHAT OUR PURPOSES, TO LET PEOPLE KEEP MOSRE OF THER
DOLLARS. WHEN YOU HAVE THAT STRENGTH,
HELP THOSE THAT CAN HELP
00:21:38THEMSELVES.
THE BUT IT IS DEFINITELY UP FOR REVISION WITH THE BRIGHT
IDEA.
00:21:44YOU ARE ALWAYS FLEXIBLE YOU
JUST CANNOT LOSE THE HEART OF THE DOLL.
-- THE HEART OF IT ALL. THINK ABOUT THE WAY IT WORKS
WITH OBAMA. HE PUT A BUDGET IN AND THEY DO
NOT EVEN VOTE ON IT. EXECUTIVES HAVE TO PROPOSE AND
THE LEGISLATURE HAS TO DISPOSE. IF THEY PROPOSE IN THE WRONG WAY
THAN THE EXECUTIVE CAN VETO AND TRY TO OVERRIDE A VETO.
IT IS ALL PART OF THE PROCESS. IF HE DID NOT LEAD WITH A STRONG
BIG IDEAS THAN YOU ARE NOT GOING TO GET ANYWHERE.
OHIO IS ON THE MARCH TO THE TOP.
00:22:16FINALLY I WANT TO ASK YOU
ABOUT JOBS OHIO. THEY COMPLIED WITH AN AUDITOR IN
REQUEST FOR FINANCIAL REQUEST --
00:22:27FOR FINANCIAL RECORDS.
THE LEGISLATURE WAS CLEAR IN TWO SECTIONS THAT THIS IS A
PRIVATE ENTITY. THE THING YOU GET CONCERNED
ABOUT IS IF THERE IS A SENSE THAT YOU CAN AUDIT PRIVATE
ENTITIES, THAT MAKES PEOPLE NERVOUS.
WHAT THEY ARE CHARITIES, NOT FOR PROFITS, OR COMPANIES.
I THINK IT NEEDS TO BE CLARIFIED.
AT THE END OF THE DAY JOBS OHIO IS A STARTUP.
WE ARE UP OVER 100,000 JOBS AND JOBS OHIO HAS BEEN INSTRUMENTAL
IN THAT. I DO NOT WANT THIS TO BE LOOKED
AT AS A SORT OF GOVERNMENT
00:23:03OPERATION BECAUSE IT IS NOT.
PEOPLE GET NERVOUS IF YOU CANNOT AUDIT SOMETHING THAT IS
OUT THERE -- THERE IS A FEELING YOU ARE TRYING TO HIDE
SOMETHING.
00:23:12RETURNED ALL THE RECORDS
OVER. -- WE TURNED ALL THE RECORDS
OVER. THE INTENT IS TO TURN JOBS OHIO
BACK INTO THIS PART OF DEVELOPMENT WHICH HAS FAILED US,
I AM NOT FOR THAT. I AM FOR A PRIVATE ENTITY, A
NOT-FOR-PROFIT ENTITY. THERE IS NO MORE PUBLIC MONEY IN
THAT ENTITY AND THEY ARE HIRING PEOPLE WHO CAN GO OUT AND TALK
THE LANGUAGE OF JOB CREATORS. I WANT TO KEEP DOING IT.
IT IS NOT JUST THE JOBS OF HYATT.
ANY ORGANIZATION THAT HAS EVER RECEIVED PUBLIC MONEY, ARE THEY
SUBJECT TO AUDIT? IT CAUSES GREAT CONCERN FOR
THEM.
00:23:51LET US SEE WHERE THIS ALL GOES.
THIS IS A CAMPAIGN SLUSH FUND
00:23:56FOR YOU?
I DO NOT PAY ATTENTION WITH
00:24:01HIS POLITICAL TYPES SAY.
I APPRECIATE THE CONVERSATION.
JUST HOURS AFTER THAT INTERVIEW I SPOKE WITH THE HOUSE SPEAKER
ABOUT SOME OF THE THINGS THAT CAME UP WITH THAT TALK IN THE
GOVERNOR -- IN THAT TALK WITH
00:24:14THE GOVERNOR.
THAT WOULD NOT BE POSSIBLE.
00:24:21THE SPEAKER SAYS THE
REPUBLICANS' CONCERNS ABOUT THE BUDGET ARE NO SURPRISE TO THE
GOVERNOR.
00:24:25HE IS AWARE.
WE SPEAK TO EACH OTHER OFTEN. THERE ARE A NUMBER OF THINGS
THAT HAVE TO CHANGE. SOME OF THEM ARE NOT VERY
SIGNIFICANT IN TERMS OF THE QUANTITY BUT THERE ARE REPORTS
-- BUT THEY ARE IMPORTANT TO THE MEMBERS OF THE CAUCUS.
OTHERS ARE VERY EXPENSIVE AND SWEEPING IN NATURE.
THOSE WOULD INCLUDE THE TAX, OBVIOUSLY OBAMA CARE, AND WE
STILL HAVE CONFUSION OVER THE LANGUAGE INVOLVING SCHOOL
SUPPORT.
00:25:05THE TAX HE REFERS TO IS THE
EXPANSION OF THE STATE'S'S SALES TAX.
HE ALSO SAID THAT HE AND MANY OF THE OTHER REPUBLICANS DO NOT
LIKE TAXES ON BIG OIL DRILLERS. GOVERNOR KASICH OPPOSES THE
FORD WILL CARE ACT. THE SPEAKER SAYS THE URGE TO
COLLEAGUES IN THE SENATE WILL START HEARINGS OF THEIR OWN TO
MAKE SURE THAT DEADLINE IS NOT MISSED.
THAT DOES IT FOR THIS WEEK. FOR MY COLLEAGUES AT OHIO PUBLIC
RADIO AND TELEVISION, THANK YOU FOR WATCHING.
