>> THE STATE'S TOP OFFICEHOLDERS
00:00:30TAKE THEIR OATHS FOR THEIR
SECOND FOUR-YEAR TERMS.
00:00:33GOV. JOHN KASICH REACHES OUT TO
OHIO AND BEYOND WITH AN
00:00:36INAUGURAL SPEECH THAT SEEMED
TAILOR-MADE FOR TELEVISION --
00:00:39AND PERHAPS A NATIONAL AUDIENCE.
AND OHIO IS GETTING CREDIT FOR
00:00:43CRACKING DOWN ON HUMAN
TRAFFICKING, BUT THE CRISIS IS
00:00:44FAR FROM OVER.
WE GET AN UPDATE -- THIS WEEK IN
00:00:48"THE STATE OF OHIO".
>> INAUGURATION WEEK IS OVER
00:01:00>> INAUGURATION WEEK IS OVER
HERE AT THE STATEHOUSE, AFTER A
00:01:03FLURRY OF SWEARING-IN CEREMONIES
ON SUNDAY AND MONDAY.
00:01:05THE FESTIVITIES BEGAN WITH THE
INAUGURATION OF ATTORNEY GENERAL
00:01:08MIKE DEWINE IN FRONT OF A BIG
CROWD IN THE STATEHOUSE ROTUNDA
00:01:10ON SUNDAY.
HE TOOK THE OATH ADMINISTERED BY
00:01:13HIS SON PAT DEWINE, WHO'S ALSO A
JUDGE ON THE FIRST DISTRICT
00:01:17COURT OF APPEALS.
THEN ON MONDAY, THE REMAINING
00:01:20FOUR EXECUTIVE OFFICEHOLDERS GOT
THEIR TURNS.
00:01:23JUST AFTER MIDNIGHT, GOV. JOHN
KASICH, LT. GOV. MARY TAYLOR AND
00:01:27THE KASICH CABINET WERE SWORN IN
IN THE OHIO SENATE CHAMBER --
00:01:32BUT THAT WAS A BRIEF EVENT IN
ANTICIPATION OF A BIGGER
00:01:35CEREMONY LATER IN THE DAY, WHICH
WE'LL COVER IN A FEW MOMENTS.
00:01:38AUDITOR DAVID YOST AND SECRETARY
OF STATE JON HUSTED BOTH HELD
00:01:41THEIR INAUGURATION CEREMONIES
MONDAY MORNING -- YOST WAS SWORN
00:01:44IN BY OHIO SUPREME COURT CHIEF
JUSTICE MAUREEN O'CONNOR IN THE
00:01:47STATEHOUSE ATRIUM, AND HUSTED
TOOK THE OATH FROM US SEN. ROB
00:01:51PORTMAN IN THE HOUSE CHAMBER.
AND FINALLY LATER IN THE
00:01:54AFTERNOON, TREASURER JOSH MANDEL
WAS ALSO SWORN IN IN THE HOUSE
00:01:56CHAMBER BY COLUMBUS POLICE
OFFICER SCOTT POLGAR, WHO MET
00:02:00MANDEL WHEN POLGAR SERVED AS A
RECRUITER FOR THE MARINE CORPS
00:02:03AND EVENTUALLY ADMINISTERED
MANDEL'S OATH OF ENLISTMENT IN
00:02:06THE MARINES.
BUT THE BIG EVENT OF THE DAY WAS
00:02:09GOV. KASICH'S SECOND PUBLIC
INAUGURATION AT NOON AT THE
00:02:13SOUTHERN THEATRE A FEW BLOCKS
FROM THE STATEHOUSE -- NOT AT
00:02:15THE OHIO THEATRE RIGHT ACROSS
THE STREET, WHICH HAD HOSTED THE
00:02:19CEREMONY FOUR YEARS AGO.
THIS YEAR, THE INAUGURATION
00:02:22COULDN'T BE ACCOMMODATED BECAUSE
OF A BROADWAY SERIES SHOW WITH
00:02:25PERFORMANCES THIS WEEK.
THIS INAUGURATION WAS A LOT MORE
00:02:29CAREFULLY STAGED AND VISUALLY
IMPRESSIVE THAN HIS INAUGURATION
00:02:33ON 2011.
FAMILY MEMBERS WERE ARRANGED ON
00:02:36THE STAGE BEHIND KASICH, AND
WERE CLOSE BY TO HEAR HIS
00:02:39OPENING THANKS -- INCLUDING THIS
ONE.
00:02:43>> WELL, THANKS, MARY TAYLOR
NOT AN EASY JOB BEING LIEUTENANT
00:02:51GOVERNOR.
>> KASICH SPOKE BEFORE AN
00:02:55EVER-CHANGING VIDEO THAT
HIGHLIGHTED HIS POINTS.
00:02:58AND TO MANY, THE SPEECH SOUNDED
MORE LIKE SOMETHING THAT WOULD
00:03:00COME FROM A PREACHER OR A PASTOR
THAN A POLITICIAN.
00:03:02AS USUAL, HE REVIEWED WHERE THE
STATE WAS WHEN HE TOOK OVER FROM
00:03:05DEMOCRATIC GOV. TED STRICKLAND
IN 2011, BUT IN A MORE GENERAL
00:03:07WAY RATHER THAN WITH SPECIFICS.
HE TALKED ABOUT BALANCING THE
00:03:11STATE BUDGET, PURSUING JOB
CREATION AND REFORMING WHAT HE
00:03:14CALLED AN AGRARIAN EDUCATION
SYSTEM THAT DENIES CREATIVITY
00:03:17AND FLEXIBILITY.
BUT HE ALSO SENT A MESSAGE TO
00:03:21HIS FELLOW REPUBLICANS, WHO NOW
HAVE A STRONGER HOLD ON THE
00:03:25STATE LEGISLATURE THAN EVER
BEFORE.
00:03:28>> ECONOMIC GROWTH, IT'S GREAT
BUT THERE IS ONE THING THAT
00:03:34PEOPLE IN MY POLITICAL PARTY
DON'T ALWAYS UNDERSTAND.
00:03:36ECONOMIC GROWTH IS NOT AN END
UNTO ITSELF.
00:03:41ECONOMIC GROWTH PROVIDES THE
MEANS WHEREBY WE CAN REACH OUT
00:03:45AND HELP THOSE WHO LIVE IN THE
SHADOWS.
00:03:51IT IS SORT OF LIKE WHEN MOM AND
DAD ARE FINANCIALLY HEALTHY,
00:03:54THEY CAN DO MORE TO HELP KIDS,
BUT WHEN MOM AND DAD DON'T HAVE
00:03:58ANYTHING, EVERYONE SUFFERS.
HERE IN OHIO, WE ARE TAKING THE
00:04:03ECONOMIC GAINS WE HAVE TO GIVE
EVERYONE A CHANCE TO BE LIFTED.
00:04:09LET ME BE CLEAR, IT'S OUR GOAL
THAT ALL PEOPLE IN OUR STATE,
00:04:14ALL PEOPLE IN OUR STATE SHARE IN
THE GROWING ECONOMIC PROSPERITY,
00:04:21PARTICULARLY THOSE PEOPLE WHO
ARE PART OF OUR MINORITY
00:04:23COMMUNITIES.
THEY MUST FEEL INCLUDED AND THEY
00:04:26MUST FEEL THAT THEY HAVE AN
OPPORTUNITY EQUAL TO EVERYONE
00:04:29ELSE IN THE STATE OF OHIO.
WE NEED TO BE UNITED.
00:04:31>> BY THE WAY, TODD DAVIDSON IS
THE HEAD OF THE ANTIOCH BAPTIST
00:04:34CHURCH IN CLEVELAND AND OFFERED
THE BENEDICTION.
00:04:36HE'S A MEMBER OF THE ADVISORY
BOARD OF COMMUNITY CONNECTORS,
00:04:39THE STATE'S STUDENT MENTORING
PROGRAM THAT'S BEEN WIDELY
00:04:42CRITICIZED FOR ITS REQUIREMENT
THAT SCHOOLS MUST HAVE A
00:04:46FAITH-BASED PARTNER TO RECEIVE
FUNDING.
00:04:49KASICH REPEATED SOMETHING HE'S
SAID A FEW TIMES SINCE HIS
00:04:51RE-ELECTION IN NOVEMBER -- THAT
HE HAS PLANS AND WON'T BE
00:04:55CONTENT TO BE A LAME DUCK
GOVERNOR.
00:04:58>> WE'RE NOT RESTING
.
00:05:04WE ARE JUST GETTING STARTED.
BY GETTING OUT OF THE DITCH AND
00:05:07STARTED TO MOVE FORWARD, THE
ROAD HAS COME BACK INTO VIEW.
00:05:10WE CAN NOW SEE THE FUTURE AND AS
WE LOOK DOWN THE ROAD WE REALIZE
00:05:14IN SOME WAYS THE STAKES ARE
HIGHER NOW THAN THEY WERE FOUR
00:05:17YEARS AGO BECAUSE WE HAVE MADE
PROGRESS.
00:05:18WE HAVE MORE TO LOSE, AND NOT
ONLY DO WE HAVE A FUTURE TO
00:05:23REACH OUT AND CLAIM, WE WILL BE
GOOD STEWARDS OF WHAT WE HAVE
00:05:27ALREADY ACHIEVED, BUT WE HAVE
ALREADY ACCOMPLISHED.
00:05:29AS WE LOOK AHEAD, LET'S NOT MAKE
A BIG MISTAKE.
00:05:34LET'S NOT MAKE A BIG MISTAKE.
LET'S NOT GET COMFORTABLE.
00:05:39WE CANNOT START THINKING THAT WE
HAVE DONE ENOUGH.
00:05:42WE CANNOT STOP PURSUING DYNAMIC
CHANGE.
00:05:45WE CAN PAUSE ON MOMENTS, ONLY
FOR A MOMENT TO CATCH OUR
00:05:50BREATH, AND POWER UP, BUT
THINKING WE CAN BEGIN TO EASE UP
00:05:53AND SLOW DOWN, THAT IS A
DECEPTION.
00:05:58GETTING COMFORTABLE WITH THE
STATUS QUO AND BEING UNWILLING
00:06:03TO TAKE CHANCES, GETTING
COMFORTABLE WITH THE STATUS QUO
00:06:07AND NOT WANTED TO TAKE CHANCES.
IT IS JUST TOO HARD.
00:06:10IT IS WHY OHIO GOT SO FAR OFF
TRACKS AND NOT JUST IN RECENT
00:06:13MEMORY, BUT OVER THE PAST FEW
GENERATIONS.
00:06:16>> KASICH SAID THE WAY TO
CONTINUE TO MOVE FORWARD HINGED
00:06:21ON THE MAIN THEME OF HIS SPEECH
-- EMBRACING AND LIVING A SET OF
00:06:24CORE PRINCIPLES.
>> FOLKS, I THINK THE EROSION OF
00:06:26BASIC VALUES THAT MADE OUR
NATION GREAT
00:06:33IS THE MOST SERIOUS PROBLEM
FACING OUR STATE AND OUR NATION
00:06:35TODAY, AND I'M NOT TALKING ABOUT
THOSE VOLATILE ISSUES THAT YOU
00:06:40SEE ON TALK RADIO OR CLINICAL
TELEVISION.
00:06:43I AM TALKING ABOUT DONE
DIVISIONAL -- FOUNDATIONAL, THE
00:06:49ROCK VALUES, AND THEY ARE
UNDENIABLY, TO US, THE ONES THAT
00:06:57WE ALL WANT OUR CHILDREN AND
GRANDCHILDREN TO EMBRACE, LIKE
00:07:00PERSONAL RESPONSIBILITY,
RESILIENCE, EMPATHY, TEAMWORK,
00:07:05FAMILY, FAITH.
WE ALL KNOW THAT THOSE VALUES
00:07:11HAVE WEAKENED AND IT'S ESSENTIAL
THAT WE COME TOGETHER AND
00:07:15RESTORE THEM.
AND I THINK WHAT SOME PEOPLE
00:07:18MISS, DON'T DEAL WITH JUST THE
SYMPTOMS.
00:07:24DEAL WITH THE PROBLEM.
RESTORING THESE VALUES WILL
00:07:31ALLOW US TO HAVE GREATER COURAGE
, TO CONFRONT AGREED, TO
00:07:35CONFRONT FRUSTRATION, TO
CONFRONT ALIENATION IF WE
00:07:40PRACTICE THOSE VALUES.
>> HE SINGLED OUT MEMBERS OF HIS
00:07:43CABINET TO ILLUSTRATE HIS POINTS
-- DEPARTMENT OF VETERANS
00:07:46AFFAIRS DIRECTOR TOM MOE, WHO'D
BEEN A PRISONER OF WAR IN
00:07:48VIETNAM; CYNTHIA DUNGEY, WHO
GREW UP POOR AND IS NOW THE
00:07:51DIRECTOR OF JOB AND FAMILY
SERVICES, THE STATE'S LARGEST
00:07:54AGENCY; AND TRACY PLOUCK, WHO
HEADS THE DEPARTMENT OF MENTAL
00:07:56HEALTH AND DRUG ADDICTION
SERVICES AND ALSO VOLUNTEERS ON
00:08:00A SUICIDE HOTLINE.
KASICH TOLD THE AUDIENCE TO OWN
00:08:05THEIR ACTIONS, DON'T BLAME
OTHERS, DON'T MAKE EXCUSES AND
00:08:09OWN THEIR LIVES -- AND WARNED
THAT WHILE THERE IS CHARITY FOR
00:08:12THOSE WHO NEED IT, BUT SAYS TOO
MUCH ASSISTANCE CAN LEAD TO
00:08:15DEPENDENCE.
>> IT'S A SIN NOT TO HELP
00:08:18SOMEONE WHO NEEDS IT, BUT IT'S
EQUALLY A SIN TO CONTINUE TO
00:08:22HELP SOMEONE WHO NEEDS TO LEARN
HOW TO HELP THEMSELVES.
00:08:32IT IS A SIN NOT TO HELP SOMEONE
WHO NEEDS IT BUT IT'S EQUALLY A
00:08:36SIN TO CONTINUE TO HELP SOMEONE
WHO NEEDS -- WHO NEEDS TO LEARN
00:08:41HOW TO HELP THEMSELVES.
AND WE MANAGE GOVERNMENT
00:08:43EFFICIENTLY, WE CAN FIGURE IT
OUT.
00:08:44IT CAN HELP THOSE THAT CANNOT
HELP THEMSELVES, AND IN SOME
00:08:50CASES, IT CAN BE A TEMPORARY
WAYSTATION.
00:08:52DO NOT BE BETTER AT PEOPLE THAT
NEED TEMPORARY HELP.
00:08:54DO NOT BE THAT WAY.
>> KASICH ENCOURAGED THE
00:08:57AUDIENCE TO EMBRACE ADVERSITY
BECAUSE IT BUILDS RESILIENCY BY
00:08:59BOTH HUMBLING AND EMPOWERING
PEOPLE.
00:09:02HE TALKED ABOUT REACHING OUT AND
MOVING BEYOND SELF-FIXATION AND
00:09:05SELF-RIGHTEOUSNESS.
AND OCCASIONALLY HE MADE
00:09:09COMMENTS THAT WOULDN'T BE OUT OF
PLACE IN A NATIONAL CAMPAIGN.
00:09:12>> IN A TIME OF SUCH DEEP
DIVISIONS IN OUR COUNTRY, I
00:09:16THINK WE NEED THIS TYPE OF
EMPATHY
00:09:19NOW MORE THAN EVER.
IT NOT ONLY HELPS US TO CARE FOR
00:09:23EACH OTHER, BUT HOW ABOUT THIS,
DURING A DISAGREEMENT, CONSIDER
00:09:28FOR A MOMENT, SOMEBODY ELSE MAY
BE RIGHT.
00:09:30THAT THERE MIGHT BE ANOTHER,
BETTER WAY, AND IN THE COURSE WE
00:09:38CAN COME TOGETHER IN A WAY THAT
MAKES US ALL STRONGER.
00:09:40LET ME BE CLEAR.
JUST BECAUSE SOMEONE HAS A
00:09:44DIFFERENT OPINION DOES NOT MAKE
THEM AN ENEMY .AND WE CAN GET SO
00:09:49YOU THINK ABOUT THE FUNDING THAT
GOES ON AT A LEVEL THAT IS
00:09:59BREATHTAKING, WE NEED TO WELCOME
DIFFERENT POINTS OF VIEW, AND
00:10:02YOU KNOW WHY, BECAUSE IT MAKES
AMERICA STRONG.
00:10:04DIVERSITY OF OPINION MAKES A
STRONGER AND WHEN WE COME
00:10:07TOGETHER, WE START THE PROCESS
OF BUILDING TEAMS.
00:10:12THAT IS WHY TEAMWORK IS SO
IMPORTANT WITH SHARED VISIONS
00:10:14AND MISSIONS AND WE CAN GET SO
MUCH MORE DONE.
00:10:15>> HE TALKED UP TEAMWORK, SAYING
"WE ARE MADE FOR EACH OTHER, AND
00:10:18WITHOUT EACH OTHER, WE CAN NEVER
BE OUR BEST."
00:10:21AND HE PRAISED FAMILY, WHICH HE
SAID MEANS STRONGER KIDS,
00:10:24NEIGHBORHOODS, COMMUNITIES AND A
STRONGER STATE.
00:10:28AND THAT LED INTO HIS REMARKS ON
FAITH -- SAYING THAT THE LORD
00:10:31GAVE EVERYONE UNIQUE GIFTS, AND
THAT THE KEY TO SATISFACTION IN
00:10:35LIFE IS OPENING THOSE GIFTS AND
USING THEM.
00:10:38KASICH CLOSED WITH YET ANOTHER
PASSAGE THAT SEEMED TO HINT AT
00:10:41AN INTEREST IN NATIONAL OFFICE.
>> SO, FOLKS, YOUR MISSION IS
00:10:44IMPORTANT TO THE WORLD
IT IS NOT TRITE.
00:10:49IT IS MY OPINION BUT YOUR LIFE
MATTERS TO THE WORLD.
00:10:55OUR WORLD, OUR NATION, STATE,
COMMUNITY, ALL MADE OF THE EVIL
00:10:58LIKE YOU.
THESE PLACES ARE ONLY A STRONG
00:11:03AND GOOD AS YOU DECIDE TO MAKE
THEM BECAUSE WE ARE ALL PART OF
00:11:05THE GREAT MOSAIC.
OUR COMMITMENT, OUR EFFORTS, OUR
00:11:07CHARACTER IS WHAT MAKES AMERICA
GREAT.
00:11:10AMERICA DID NOT ACHIEVE WHAT IT
HAS ACHIEVED BECAUSE OF
00:11:14GOVERNMENT.
AMERICA HAS ALWAYS BEEN ABOUT
00:11:16THE CHARACTER, THE TENACITY, THE
GOODNESS OF ITS PEOPLE AND OUR
00:11:22NATION IS AS STRONG AS WE CHOOSE
TO BE, AS YOU CHOOSE TO BE.
00:11:26I ASK YOU TODAY, WHAT ARE YOU
DOING TO BUILD A STRONGER
00:11:31COMMUNITY, A STRONGER OHIO ?AND
WHAT ARE YOU DOING TO BUILD ON
00:11:37THE WORK BEFORE US AND THOSE
THAT MADE THE ULTIMATE
00:11:39SACRIFICE?
I KNOW THERE ARE VALUES THAT YOU
00:11:42THINK ARE IMPORTANT TO
CULTIVATE, THAT YOUR LEGACY
00:11:44MATTERS, AND JOIN ME IN ACTING
TODAY WHEREVER YOU ARE.
00:11:47>> AND KASICH ALSO SAID --
QUOTING HERE -- "WE CAN'T BE
00:11:49PARTISANS AND WE CANNOT BE
EXTREME IDEOLOGUES IF WE'RE
00:11:52GOING TO DEAL WITH THE PROBLEMS
IN AMERICA."
00:11:55ALL THOSE REMARKS THAT SEEMED TO
BE MEANT TO BE HEARD BEYOND OHIO
00:11:58WEREN'T LOST ON THE NEW CHAIR OF
THE OHIO DEMOCRATIC PARTY, DAVID
00:12:01PEPPER.
>> "IT LOOKED LIKE HE HAD A
00:12:06BROADER AUDIENCE THAN JUST OHIO
IN MIND IN WHAT HE HAD TO SAY."
00:12:11>> PEPPER CONGRATULATED KASICH
ON HIS INAUGURATION AND SAID
00:12:14DEMOCRATS AGREE WITH THE
SENTIMENT THAT THERE'S A NEED TO
00:12:15WORK TOGETHER AS INDIVIDUALS FOR
THE GREATER GOOD.
00:12:17BUT PEPPER SAID KASICH'S FIRST
FOUR YEARS DIDN'T EMBODY THAT
00:12:19IDEA, AND HE SAID DEMOCRATS ARE
ALSO READY TO FIGHT IF
00:12:22NECESSARY.
>> "OUR PRIORITY -- AND WE'LL
00:12:27FRANKLY WORK WITH ANYONE TO GET
THIS DONE -- OUR PRIORITY IS TO
00:12:29REALLY DO EVERYTHING WE CAN TO
HELP OHIO FAMILIES.
00:12:33A LOT OF THE LAST TERM,
UNFORTUNATELY, WAS SPENT BY THE
00:12:36OTHER SIDE ATTACKING OHIO'S
FAMILIES WHETHER IT WAS SENATE
00:12:41BILL 5 OR LOCAL GOVERNMENT CUTS.
WE WILL KEEP FIGHTING FOR THOSE
00:12:45THINGS.
WE WILL WORK TOGETHER TO GET
00:12:47THAT DONE BUT WE WILL STAND UP
FOR THOSE FAMILIES IF WE HAVE
00:12:49TO."
SUBJECT -- >> KASICH IS EXPECTED
00:12:55TO LAY OUT SPECIFIC PLANS AND
PROPOSALS IN THE COMING WEEKS
00:12:57WHEN HE MAKES HIS FIFTH STATE OF
THE STATE SPEECH NEXT MONTH, AND
00:12:59WHEN HE REVEALS HIS BUDGET EARLY
ON FEBRUARY 2.
00:13:02AND KASICH AND HIS TEAM
CELEBRATED HIS INAUGURATION ON
00:13:04MONDAY NIGHT, AS THE OHIO STATE
BUCKEYES WERE PLAYING THE OREGON
00:13:07DUCKS IN THE FIRST-EVER COLLEGE
FOOTBALL PLAYOFFS NATIONAL
00:13:09CHAMPIONSHIP GAME.
AS PROMISED, THE GALA FEATURED
00:13:12SEVERAL BIG-SCREEN TVS, BUT FOR
THE MOST PART WAS A TYPICAL
00:13:15POLITICAL PARTY -- WITH A LOT OF
MUSIC, DRINKS, DANCING AND
00:13:18GLAD-HANDING.
TWO COLUMBUS RESIDENTS WERE
00:13:22ARRESTED THIS WEEK, ACCUSED OF
RUNNING MASSAGE PARLORS THAT
00:13:25WERE FRONTS FOR PROSTITUTION.
THE ARRESTS SURPRISED RESIDENTS
00:13:29OF WORTHINGTON AND POWELL, THE
TWO WELL-OFF COMMUNITIES WHERE
00:13:31THE MASSAGE PARLORS WERE
LOCATED.
00:13:34COLUMBUS POLICE COMMANDER GARY
CAMERON SAID IN A STATEMENT
00:13:37ANNOUNCING THE ARREST: THE
ARRESTS WERE ANNOUNCED BY
00:13:40ATTORNEY GENERAL MIKE DEWINE AND
OTHERS WHO ARE PART OF THE
00:13:43CENTRAL OHIO HUMAN TRAFFICKING
TASK FORCE, THE DAY BEFORE
00:13:54ACTIVISTS OBSERVED OHIO'S HUMAN
TRAFFICKING AWARENESS DAY AT THE
00:13:57STATEHOUSE.
HUMAN TRAFFICKING IS A $32
00:14:01BILLION INDUSTRY WORLDWIDE, AND
THE SECOND LARGEST GLOBAL
00:14:05CRIMINAL INDUSTRY BEHIND THE
DRUG TRADE.
00:14:07THE STATE OF OHIO SAYS EACH YEAR
MORE THAN A THOUSAND OHIO
00:14:10CHILDREN BECOME VICTIMS OF HUMAN
TRAFFICKING -- ON AVERAGE, AT 13
00:14:13YEARS OLD -- AND MORE THAN 3000
ARE AT RISK.
00:14:19AND THE STATE HAS BEEN MAKING
PROGRESS IS DEALING WITH THIS.
00:14:21IN SEPTEMBER, THE NATIONAL
ANTI-TRAFFICKING GROUP POLARIS
00:14:24PROJECT PUT OHIO AS ONE OF ITS
TOP TIER STATES FOR ITS WORK IN
00:14:28THIS AREA LAST YEAR.
THE STATE EARNED 9 OUT OF 12
00:14:31POINTS ON THE GROUP'S SCALE,
HAVING GOTTEN ONLY FOUR POINTS
00:14:34IN THE GROUP'S STUDY IN 2011.
DEMOCRATIC REP. TERESA FEDOR OF
00:14:39TOLEDO HAS BEEN WORKING ON THE
ISSUE FOR A DECADE, INCLUDING
00:14:42THE STATE'S INITIAL HUMAN
TRAFFICKING LAW AND TWO
00:14:44SUBSEQUENT CRACKDOWNS.
SHE'S HERE TO TALK ABOUT THE
00:14:47SIXTH ANNUAL OHIO HUMAN
TRAFFICKING AWARENESS DAY.
00:14:52>> HUMAN TRAFFICKING IS ONE OF
THESE ISSUES THAT I THINK A LOT
00:15:00OF PEOPLE REMEMBER BEING TALKED
ABOUT IN THE LEGISLATURE,
00:15:02CRACKDOWNS OVER TIME, BUT YOU
STILL HAVE SOME PEOPLE WHO, I
00:15:04THINK, HAVE A HARD TIME
BELIEVING HUMAN TRAFFICKING
00:15:07REALLY HAPPENS IN 2015 IN THE
UNITED STATES, BUT IT DOES.
00:15:09>> EXACTLY, NOT ONLY REGULAR
CITIZENS BUT THE JUDICIAL
00:15:15SYSTEM.
WE HAVE ALWAYS THOUGHT ABOUT
00:15:19PROSTITUTION AS BEING THE OLDEST
PROFESSION IN THE WORLD, THE
00:15:22WOMEN ALWAYS GOT ARRESTED, NOT
THE PEOPLE WHO PURCHASED THEM OR
00:15:25THE PEOPLE BEHIND THE PERSON
BEING PROSECUTED.
00:15:26AND WE ARE DISCOVERING THAT WE
HAVE A LOT OF WORK TO DO WITH
00:15:31EDUCATION, ADVOCATING.
I AM VERY PROUD OF THE FACT THAT
00:15:35WE ARE CELEBRATING FREEDOM AND
PROGRESS ON THE SIXTH ANNUAL
00:15:40HUMAN TRAFFICKING AWARENESS DAY.
A NUMBER OF MY PARTNERS HAVE
00:15:42BEEN WITH ME, WITH THE STATE FOR
OVER 10 YEARS, LEARNING ABOUT IT
00:15:50, WHAT ARE WE GOING TO DO ABOUT
IT, WHAT DO WE HAVE TO DO ABOUT
00:15:51IT, WHO DO WE HAVE TO INFLUENCE?
IT'S BEEN INCREDIBLE JOURNEY FOR
00:15:55THIS PROCESS, BUT WE HAVE BEEN
DOING THESE TYPES OF CRIMES,
00:16:02REALLY, FOR DECADES, HUNDREDS OF
YEARS.
00:16:06IT IS A TURNING OF THE TABLE ON
OUR CULTURAL VIEW OF WHAT THIS
00:16:12IS.
NOW WE ARE REALLY GETTING AT THE
00:16:15CORE OF WHAT THIS REALLY IS.
IT IS THE OLDEST OPPRESSION OF
00:16:19PEOPLE IN THE WORLD, FOR SOMEONE
WHO WANTS TO MAKE A PROFIT.
00:16:26IT IS A HUMAN RIGHTS ISSUE.
>> IT'S NOT JUST PROSTITUTION IN
00:16:30THE LAW.
HUMAN TRAFFICKING COVERS SEVERAL
00:16:32DIFFERENT THINGS.
ANY KIND OF EXPLOITATION OF ONE
00:16:35HUMAN BY ANOTHER HUMAN.
>> EXACTLY.
00:16:39IT'S UP TO EVERY GENERATION TO
BE VIGILANT, TO MAKE SURE THAT
00:16:42THEY ARE NOT PARTICIPATING IN
ANY KIND OF ISSUE THAT WOULD BE
00:16:47PUTTING SOMEONE IN A SITUATION
WHERE THEY ARE OR STEP.
00:16:50I THINK EVERY GENERATION NEEDS
TO BE AWARE OF IT, LOOK AT IT,
00:16:56IF IT IS THERE, WE TO BE
ABSOLUTELY VIGILANT.
00:16:57IT IS SOMETHING THAT WE THOUGHT
ABOUT MANY YEARS AGO, BUT IT IS
00:17:04ACTUALLY NOW MORE PREVALENT
AROUND THE WORLD THAT IT WAS
00:17:11DURING THE 1860'S AND SLAVERY.
>> YOU STARTED THIS MOVEMENT TO
00:17:17FOCUS ON THE ISSUE WHEN YOU'RE
IN THE SENATE 10 YEARS AGO.
00:17:19THERE WAS THAT BILL, TWO BILLS
IN THE HOUSE.
00:17:21WHAT IS HAPPENING WITH THE
CRACKDOWN THAT HAVE HAPPENED,
00:17:26HOW HAS IT CHANGED WHAT IS
HAPPENING WITH HUMAN TRAFFICKING
00:17:29AND THE PROBLEM IT IS IN OHIO?
>> THE FIRST THING WE DID WAS
00:17:32THINK ABOUT HOW WE WOULD BE
AWARE OF WHAT IS HAPPENING EVERY
00:17:37YEAR, EVEN WHEN I'M NOT HERE.
THE ATTORNEY GENERAL'S ABILITY
00:17:42TO HAVE HUMAN TRAFFICKING
COMMISSIONS.
00:17:43I WAS VERY SPECIFIC ABOUT
ALLOWING ANYONE TO JOIN THE
00:17:47COMMISSION BECAUSE I KNEW IT WAS
A MOVEMENT.
00:17:49IT WOULD NEVER HAPPEN WITH 10
MEMBERS APPOINTED BY THE REGULAR
00:17:53STANDARD WE HAVE.
THAT HAS WORKED WELL BECAUSE WE
00:17:57NOW HAVE CO-MISSIONS ALL OVER
OHIO.
00:18:03IT IS SOMETHING THAT THE MORE WE
WERE EDUCATED AND AWARE OF WHAT
00:18:10WAS HAPPENING, IT WOULD GROW AND
HAVE A LIFE OF ITS OWN, SO THE
00:18:13COMMISSION IS VERY IMPORTANT.
WE HAVE HAD FOUR PIECES OF
00:18:17LEGISLATION AND TWO VERY
COMPREHENSIVE PIECES OF
00:18:20LEGISLATION THE LAST FOUR YEARS.
VERY GRATEFUL TO THE LEADERS ON
00:18:24BOTH SIDES OF THE AISLE.
WE HAVE A VERY STRONG LEGAL
00:18:26FRAMEWORK.
THERE ARE A FEW THINGS THAT I
00:18:30STILL WANT TO TWEAK, BUT NOW IS
THE TIME TO IMPLEMENT IT AT THE
00:18:32LOCAL LEVEL.
IT WILL TAKE LOCAL CITIZENS TO
00:18:37ASK QUESTIONS TO THE MAYOR,
COUNTY COMMISSIONERS, SHERIFFS,
00:18:41JUDGES, WHAT ARE WE DOING, DO WE
HAVE A PLAN REGIONALLY?
00:18:46WITH HUMAN TRAFFICKING AWARENESS
DAY, WE CAN PRESENT FOR EVERY
00:18:50REGION, ESPECIALLY THE URBAN
AREAS, RECOMMENDATIONS OF WHAT
00:18:56IS HAPPENING IN THEIR DISTRICT
AND WHAT WE CAN DO ABOUT IT.
00:18:59FOR EXAMPLE, IN TOLEDO, WE HAVE
NO HOMELESS SHELTERS FOR USE --
00:19:04YOUTH.
THERE IS NO PLACE FOR THEM.
00:19:09SO NOW WE ARE LOOKING AT HOW
DEEPLY WE HAVE TO GO TO RESPOND
00:19:11AS A CULTURE TO RESPOND TO THESE
VICTIMS.
00:19:14>> SEVERAL STATES HAVE DONE
CRACKDOWNS ON HUMAN TRAFFICKING
00:19:18AS WELL BUT THERE IS AN
ASSOCIATE PRESS REPORT OUT
00:19:21RECENTLY THAT SAID PART OF THE
TIME, IN MANY OF THE STATES,
00:19:25THOSE LAWS HAVE NOT BEEN
EFFECTIVE BECAUSE THERE IS NOT
00:19:29ANY FUNDING BEHIND THEM.
HAS THAT BEEN THE CASE IN OHIO?
00:19:31>> BECAUSE OF THE AG, BOTH RICH
CORDRAY AND ANDREW THE WIND, AND
00:19:38BOTH GOVERNORS, STRICKLAND AND
OUR GOVERNOR NOW, HAVE DONE A
00:19:44GREAT JOB OF LOOKING AT WHERE IT
NEEDS TO BE IN A PRIORITY
00:19:49FASHION.
WE CERTAINLY NEED TO HAVE MORE
00:19:51FUNDING FOR SERVICES, REALLY, TO
RESTORE THOSE LINES.
00:19:59IT IS A LONG-TERM COMMITMENT
FROM US TO THEM.
00:20:00THEY USUALLY WERE TRAUMATIZED
BEFORE THEY WERE RECRUITED, SO
00:20:06THERE IS TRAUMA ON TOP OF
EXTREME TRAUMA.
00:20:07WE HAVE SUCCESS PROGRAMS.
JUDGE PAUL HERBERT HAS A VERY
00:20:14SUCCESSFUL COURT FOR ADULT WOMEN
.
00:20:19HE HAS BEEN VERY HELPFUL IN
ORGANIZING NOT ONLY OHIO COURTS,
00:20:23BUT AROUND THE NATION TO SAY,
THESE ARE ADULT WOMEN.
00:20:26AT THE SAME TIME WE WERE
DISCOVERED HUMAN TRAFFICKING, WE
00:20:34REALIZE THAT THIS WAS HUMAN
TRAFFICKING.
00:20:35I MET HIM AT THE SAME TIME WE
MERGED TO WHAT WE WOULD DO AND
00:20:38HE CHANGED THE WHOLE FORMAT AND
NOW HAS GRADUATES THAT ARE VERY
00:20:43SUCCESSFUL, THEY HAVE DEGREES,
THEY ARE GIVING BACK, THEY ARE
00:20:46TAXPAYERS, THEY ARE INCREDIBLE.
THEY ARE MY HEROES.
00:20:49>> THE FUNDING QUESTION IS
IMPORTANT BECAUSE IT IS NOT JUST
00:20:55THE FUNDING FOR LAW ENFORCEMENT
TO GO AFTER THE TRAFFICKERS THAT
00:20:58ALSO FUNDING FOR THE TRAFFICKING
VICTIMS AND SURVIVORS TO MOVE
00:21:01ON.
>> IF WE WANT TO CRACK DOWN ON
00:21:02THIS CRIME, IN ALL NEIGHBORHOODS
-- THERE IS NO GEOGRAPHIC LINE
00:21:08ANYWHERE -- WE REALLY NEED TO
STRENGTHEN THE VICTIMS SO THEY
00:21:13CAN TESTIFY.
THAT IS WHAT IS REALLY HARD.
00:21:17VICTIMS COME FROM ALL OVER THE
U.S. INTO OHIO.
00:21:20WHEN YOU PROSECUTE THE STATE
CRIME VERSUS A FEDERAL CRIME,
00:21:24THAT NEEDS TO BE PRIORITIZED.
THE FEDERAL CRIME IS EASIER
00:21:29BECAUSE THEY AUTOMATICALLY GET
FUNDING FOR THE VICTIMS.
00:21:31IN THE STATE OF OHIO WE DO NOT
DO THAT.
00:21:32NOW THAT WE ARE WORKING THE LAW
DOWN INTO THE FIELD, WE ARE
00:21:39HEARING BACK FROM LAW
ENFORCEMENT, HEARING BACK FROM
00:21:41THE NGOS TO SAY THAT THIS IS
WHERE WE NEED TO TWEAK.
00:21:44HOW DO WE KEEP THE VICTIM ON THE
PATH OF RESTORATION?
00:21:48NOT ONLY RESTORATION FOR THEIR
LIVES, BUT JUSTICE.
00:21:53AND FOR THE COMMUNITIES TO BE
PROTECTED FROM CRIMINALS WHO
00:21:57JUST WANT TO SELL HUMAN BEINGS
LIKE YOU DO A PAIR OF SHOES.
00:22:00>> YOU TALK ABOUT THE VICTIMS
TELLING STORIES AND PEOPLE BEING
00:22:05SHOCKED INTO ACTION, VICTIMS
BEING STRONG ENOUGH TO TESTIFY.
00:22:08YOU HAVE GOTTEN WOMEN WHO WERE
VICTIMS TO COME FORWARD AND TALK
00:22:13AND TALK TO THE SORTS OF EVENTS
TO STATE HOUSE.
00:22:17HOW IMPORTANT IS IT TO GET REAL
FACES ONTO THIS PROBLEM, AND HOW
00:22:22HARD IS IT TO GET THESE WOMEN TO
COME FORWARD AND TELL THEIR
00:22:24STORIES?
>> THAT HAS BEEN THE KEY TO OUR
00:22:27SUCCESS.
HOWEVER, IT TOOK ME FOUR YEARS
00:22:31TO GET THEM INTO THE STATEHOUSE
TO GET THEM TO FEEL LIKE THEY
00:22:35WERE WALKING INTO THEIR HOME.
AND TELL THEIR STORY.
00:22:36I REMEMBER THE FIRST COMMITTEE
HEARING.
00:22:40I WAS HORRIFIED OF SOME OF THE
QUESTION BY THE COMMITTEE
00:22:46MEMBERS BECAUSE THEY WERE
BLAMING THE WOMEN.
00:22:48YOU COULD WALK AWAY.
WE HAVE COME A LONG WAY, WE
00:22:50STUCK WITH IT.
THEY KIND OF PUT A NETWORK
00:22:55TOGETHER, SO WE HAVE MORE
SURVIVORS THAN EVER.
00:22:56WE HAVE A SURVIVOR PANEL
TOMORROW.
00:23:01I DO NOT ALLOW ANY TAPING OF
THAT BECAUSE -- MANY REASONS.
00:23:05IT IS INCREDIBLE TO HEAR THEIR
VOICE.
00:23:07I REMEMBER LAST YEAR, I'LL NEVER
FORGET, ONE SURVIVOR SAID, WHEN
00:23:15I ASKED THEM, WHAT WOULD BE YOUR
ADVICE THAT YOU WOULD GIVE TO
00:23:18ANYONE HERE?
WITH HER EXPERIENCE SHE SAID,
00:23:25FATHERS, LOVE YOUR DAUGHTERS.
IT WAS JUST VERY PROFOUND.
00:23:30>> YOU HAVE FEDERAL LEGISLATION
PROPOSED, SENATOR ROB PORTMAN,
00:23:36DIANE FEINSTEIN PROPOSED A
COMBAT HUMAN TRAFFICKING ACT TO
00:23:40STRENGTHEN SOME LAWS HERE.
YOU ALSO HAVE SOME TASK FORCES
00:23:43AND THINGS AROUND THE STATE.
WHAT MOST NEEDS TO HAPPEN THIS
00:23:47YEAR AND IN THE GENERAL ASSEMBLY
TO REALLY DEAL WITH THE ISSUE?
00:23:49>> THE STRONG VOICES OF THE
GROUPS AND ORGANIZATIONS THAT
00:23:55ARE TRYING TO HELP A VICTIM
RESTORE THEIR LIVES.
00:23:58EVERY VICTIM HAS THEIR OWN,
INDIVIDUAL PATH THAT THEY CAME
00:24:06IN, AND THAT THEY WILL HAVE TO
HAVE TO HAVE A FULL LIFE AHEAD.
00:24:10I DON'T THINK THEY WILL EVER
FORGET THE SITUATION.
00:24:13IT IS TRAUMA.
BUT LISTENING TO THE VOICES AND
00:24:18STRENGTHENING THE VOICES OF THE
NGOS, THE ORGANIZATIONS, CAN DO
00:24:24SO MUCH.
AND FOR LAW ENFORCEMENT TO DO
00:24:25THE TRAINING.
ALSO, CONGRESSWOMAN JOYCE BEATTY
00:24:29WILL BE ATTENDING THIS ALONG
WITH THE GOVERNOR.
00:24:32SO I'M HAPPY THAT WE HAVE A
BIPARTISAN EFFORT OF ALL LEVELS
00:24:35IN GOVERNMENT REPRESENTED ON THE
SIXTH ANNUAL HUMAN TRAFFICKING
00:24:39AWARENESS DAY.
REALLY TRYING TO STAY CONNECTED
00:24:44TO THE POWER SOURCES.
IT IS A BEAUTIFUL THING BECAUSE
00:24:50-- THIS IS MY 15TH YEAR HERE --
I REALLY FEEL LIKE MY VOICE WILL
00:24:54BE HEARD TO THE FEDERAL LEVEL
REPRESENTATIVES.
00:24:58THE NGOS AND THE COMMISSION
MEMBERS, THEIR VOICES WILL BE
00:25:03HEARD BECAUSE THEY ARE BROKEN UP
INTO SIX SUB COMMITTEES AND THEY
00:25:08MAKE ANNUAL REPORTS.
WE CAN MONITOR OUR PROGRESS, SO
00:25:12I THINK THAT IS THE KEY TO
STRENGTHEN OUR VOICE ON WHAT WE
00:25:14NEED.
>> THANK YOU VERY MUCH FOR BEING
00:25:17HERE.
AND A FINAL NOTE ON THIS --
00:25:20THOSE WHO WANT TO REPORT
SUSPECTED HUMAN TRAFFICKING OR
00:25:22WHO NEED HELP CAN CALL THE
NATIONAL HUMAN TRAFFICKING
00:25:25RESOURCE CENTER AT 888-3737-888.
