WHERE THE GOVERNOR IS SAYING IF

ENOUGH IN THE LOCAL COMMUNITY,

MUCH MONEY BECAUSE WE THINK YOU
00:18:14CAN INCREASE YOUR BURDEN, WHICH
IS THE OPPOSITE OF WHAT THE
00:18:17SUPREME COURT SAYS.
IT IS THE STATE'S DUTY TO REDUCE
00:18:21THE BURDEN.
IF ANYTHING, IF THIS BUDGET HAS
00:18:27TAUGHT US ANYTHING, IF YOU ARE
ROBBING PETER TO PAY PAUL, YOU
00:18:32DON'T HAVE ENOUGH MONEY FOR

OVERALL COMMITMENT TO EDUCATION.

THE DISPARITIES BETWEEN THEM ARE

I THINK BACK OVER 20 YEARS AGO
00:19:39WHEN THE LAWSUIT WAS FILED,
THERE WERE DISTRICTS THAT WOULD
00:19:43HAVE HAD TO HAVE HAD 30 OR 40
JUST TO GET THEIR SPENDING ON
00:19:47SCHOOLS UP TO THE STATE AVERAGE.
THAT IS UNREASONABLE.
00:19:49MY INTERPRETATION OF WHAT THE
SUPREME COURT MEANT WAS THAT
00:19:55THEY WANTED TO REDUCE THE EXTENT
TO WHICH YOUR LOCAL TAX BASE
00:20:02INFLUENCED YOUR ABILITY TO HAVE
SPENDING.
00:20:03THE STATE AID FORMULA HAS ALWAYS
GIVEN MORE MONEY TO POORER
