00:07:45OHIOANS HAVE A RICH HISTORY OF
PATRIOTIC SERVICE AND OUR
00:07:50VETERANS DESERVE NOTHING LESS
THAN OUR BEST EFFORTS TO PROVID
00:07:53THEM WITH THE BENEFITS THEY HAV
EARNED.
00:07:57UNFORTUNATELY, THE SERVICES WE
PROVIDE ARE SCATTERED AMONG MAN
00:08:01PROGRAMS, ALLOWING TOO MANY
VETERANS TO FALL BETWEEN THE
00:08:06CRACKS.
TODAY, I AM CALLING FOR THE
00:08:08CREATION OF THE OHIO DEPARTME
OF VETERANS AFFAIRS.
00:08:12[APPLAUSE]C
CONSOLIDATING OUR VETERANS
00:08:25PROGRAMS IN ONE CABINET LEVEL
AGENCY WILL ENSURE THAT WE SERV
00:08:29OUR VETERANS MORE EFFECTIVELY,
ESPECIALLY AT A TIME WHEN
00:08:33LITERALLY THOUSANDS OF OHIOANS
WILL BE COMING HOME FROM THE
00:08:37BATTLEFIELD.
I LOOK FORWARD TO WORKING WITH
00:08:41THIS GENERAL ASSEMBLY ON THIS
ISSUE.
00:08:45LET US MAKE OHIO KNOWN FOR ITS
COMMITMENT TO OUR ENTIRE
00:08:50MILITARY COMMUNITY.
LAST YEAR, YOU AND I
00:08:55DEMONSTRATED WHAT IS POSSIBLE
WHEN WE ALLOW OURSELVES TO BE
00:09:00GUIDED BY BIPARTISANSHIP, MUTUAL
RESPECT, AND A DESIRE TO WORK
00:09:07TOGETHER FOR THE COMMON GOOD.
WE COMMITTED TO LIVE WITHIN OUR
00:09:12MEANS AND TO INVEST IN WHAT
MATTERS.
00:09:16I WANT TO THANK YOU FOR THE
RESPECTFUL AND CONSTRUCTIVE
00:09:21RELATIONSHIPS WE'VE BUILT.C
IT HAS SERVED THE PEOPLE OF OHI
00:09:25WELL.
HERE'S WHAT SOME OF WHAT WE'VE
00:09:27BEEN ABLE TO ACCOMPLISH.
WE CUT PROPERTY TAXES FOR EVERY
00:09:33SENIOR CITIZEN HOMEOWNER.
WITH NO PROPERTY TAXES TO PAY O
00:09:37THE FIRST $25,000 OF THE HOME'S
VALUE, OHIO SENIORS, OHIO SENIO
00:09:46HOMEOWNERS WILL AVERAGE A
SAVINGS OF $400 EVERY YEAR.
00:09:52WE PASSED LEGISLATION THAT
GUARANTEES THAT EVERY OHIO CHIL
00:09:55HAS ACCESS TO HEALTH CARE
COVERAGE.
00:09:58ONCE WE HAVE APPROVAL FROM THE
FEDERAL GOVERNMENT.
00:10:02AND WE EXPANDED ACCESS TO HEALTH
CARE FOR PREGNANT WOMEN AND
00:10:08DISABLED OHIOANS.
FOR YOUNG PEOPLE AGING OUT OF
00:10:12OUR FOSTER CARE SYSTEM, WE NOW
PROVIDE COVERAGE THAT CONTINUES
00:10:17TO AGE 21.
BECAUSE THERE'S NO BETTER WAY T
00:10:21STRENGTHEN OUR PEOPLE AND OUR
STATE THEN BY INVESTING IN
00:10:26EDUCATION, YOU AND I TOGETHER
MADE A COMMITMENT THAT BEGINS
00:10:30WITH PRESCHOOL AND CONTINUES
THROUGH ADULTHOOD.C
00:10:34IN EARLY CARE IN LEARNING, WE
EXPANDED FUNDING, ACCESS, AN
00:10:40QUALITY.
IN PRIMARY AND SECONDARY
00:10:43EDUCATION, WE INCREASED STATE
FUNDING BY APPROXIMATELY $600
00:10:49MILLION
IN FACT, WE INCREASED THE STATE
00:10:52SHARE OF EDUCATION FROM 48% TO
54%.
00:10:59WE FUNDED THE CONSTRUCTION OF
250 NEW SCHOOLS.
00:11:04AND EACH OF THOSE SCHOOLS WILL
BE BUILT TO MEET NATIONALLY
00:11:08RECOGNIZED STANDARDS FOR ENERGY
EFFICIENCY.
00:11:12THAT MEANS NOT ONLY A CLEANER
ENVIRONMENT, BUT IT ALSO MEANS
00:11:17LONG TERM COST SAVINGS FOR THE
LIFE OF THOSE BUILDINGS.
00:11:22WE FROZE TUITION AT OHIO'S
COLLEGES AND UNIVERSITIES FOR
00:11:26TWO YEARS.
INSTEAD OF THE TYPICAL 9% ANNUA
00:11:32INCREASE, OHIO STUDENTS AND
THEIR FAMILIES PAY THE SAME
00:11:36TUITION THIS YEAR THAT THEY PAID
LAST YEAR
00:11:40[APPLAUSE]
LIEUTENANT GOVERNOR FISHER, MY
00:11:55FRIEND AND PARTNER, OUR DIRECTO
OF THE DEPARTMENT OF DEVELOPMEN
00:11:58IS WORKING EVERY DAY TO
REVITALIZE OHIO'S ECONOMY.
00:12:03AND WE'VE SEEN SOME VERY HOPEFUL
SIGNS OVER THE LAST YEAR.
00:12:11AMLENN PHARMACEUTICALS IS

00:12:16$400 MILLION INVESTMENT IN THE
WEST CHESTER PRODUCTIO
00:12:21FACILITY.

FORD WILL RETAIN MORE THAN ,40
00:12:51JOBS AND INVEST $200 MILLION IN
ITS TRANSMISSION MANUFACTURING
00:12:58OPERATION IN SHARONVILLE.

00:13:03GENERAL MOTORS WILL RETAIN MORE
THAN 600 JOBS AND INVEST $332
00:13:10MILLION IN ITS TOLEDO POWER
TRAIN FACILY.
00:13:15GOOD YEAR.
GOODYEAR WILL RETAIN MORE THAN
00:13:202,900 JOBS AS IT CONSTRUCTS A
NEW HEADQUARTERS IN THE 8 --
00:13:27THE $890 MILLION AKRON RIVERWAL

00:13:37TATAS CONSERVANCY SERVICE WILL
CREATE ,000 NEW JOBS IN
00:13:42CLAIREMONT COUNTY AS IT
ESTABLISHES ITS NORTH AMERICAN
00:13:47DELIVERY CENTER.
AND JUST YESTERDAY, I WAS IN
00:13:56MAUREEN AND GENERAL MOTORS
ANNOUNCED A $69 MILLION
00:14:00INVESTMENT IN ITS D-MAX DIESEL
ENGINE MANUFACTURING PLANT IN
00:14:04THAT CITY.
I WAS TALKING ABOUT THESE
00:14:08INVESTMENTS WITH LIEUTENANT
GOVERNOR LEE FISHER AND HE SAID
00:14:11TED, I COULD GIVE YOU ABOUT 20
ADDITIONAL.
00:14:15I DIDN'T WANT TO LIST THEM ALL
FOR YOU BUT I DID WANT TO SHARE
00:14:19WITH YOU THAT MAJOR NEW
INVESTMENTS ARE BEING MADE IN
00:14:23OHIO'S ECONOMY AND WE SHOULD
CELEBRATE THOSE INVESTMEN.
00:14:27[APPLAUSE]
NOW LET ME SAY A WORD ABOUT AN
00:14:44ACTION WE SHOULD TAKE
IMMEDIATELY TO BOLSTER ALL
00:14:46SECTORS OF OUR ECONO.
AT THE END OF THIS YEAR, RATE
00:14:52STABILIZATION OF ELECTRICITY
PRICES WILL EXPIRE.
00:14:56QUITE FRANKLY, JOBS ARE AT STAK
HERE.
00:15:00THAT'S WHY I INTRODUCED THE
ENERGY JOBS AND PROGRESS PLAN.
00:15:06BY ENSURING THAT ELECTRICITY
PRICES REMAIN STABLE AND THAT
00:15:11THE SUPPLY OF ELECTRICITY IS
RELIABLE, WE CAN PROTECT JOBS.
00:15:16IN BUSINESSES, LARGE AND SMALL.
[APPLAUSE]
00:15:29AND, WE CAN CREATE NEW JOBS BY
ESTABLISHING OHIO AS A LEADER I
00:15:35ADVANCED ENER.
[APPLAUSE]
00:15:44I'M GRATEFUL FOR PRESIDENT
HARRIS' LEADERSHIP IN GUIDING
00:15:48THE ENERGY BILL TO A UNANIMOUS
VOTE IN THE SENATE.
00:15:53IT IS NOW CRUCIAL FOR THE HOUSE
OF REPRESENTATIVES TO COMPLETE
00:15:56WORK ON THIS LEGISLATION AS SOO
AS POSSIBLE.
00:15:59I LOOK FORWARD TO STANDING
ALONGSIDE PRESIDENT HARRIS,
00:16:05SPEAKER HUSTED, LEADER BEATTY
AND LEADER MILLER WHEN I SIGN
00:16:09THIS BILL INTO LAW.
[APPLAUSE]
00:16:20IT IS MY HOPE, MY FRIENDS, THAT
IT WILL BE BUT THE LATEST
00:16:27EXAMPLE OF BIPARTISAN
COOPERATION IN THE GREAT STATE
00:16:29OF OHIO.
[APPLAUSE]
00:16:38AND WE'RE CONTINUING TO PUSH FO
SOLUTIONS TO THE FORECLOSURE
00:16:43CRISIS.
HOMEOWNERSHIP IS THE VERY
00:16:45FOUNDATION OF THE AMERICAN
DREAM.
00:16:47AND THE FORECLOSURE ON A HOME I
A LOSS FOR EVERYONE.
00:16:50IT HARMS THE FAMILY THAT LOSES
THEIR HOUSE.
00:16:53IT HARMS THE LENDER THAT
TYPICALLY LOSES MUCH OF ITS
00:16:58VESTMENT.
AND IT HARMS THE COMMUNITY WIT
00:17:02A FORECLOSED HOUSE MAY SIT WELL
VACANT.
00:17:06LAST YEAR, I CREATED THE
MORTGAGE FORECLOSURE PREVENTION
00:17:09TASK FORCE TO RAPIDLY EXAMINE
HOW WE COULD BEST RESPOND TO
00:17:13THIS ISSUE.
FOLLOWING THE TASK FORCE'S
00:17:16RECOMMENDATIONS, I THEN PROPOSE
A COMPACT BETWEEN LENDERS AND
00:17:21THE STATE.
AND WE ASK THE LENDERS TO AGREE
00:17:23TO A SET OF VERY COMMON SENSE
PRACTICES LIKE GIVING BORROWERS
00:17:30SIX MONTHS' NOTICE OF ANY RATE
CHANGE IN THEIR MORTGAGE.
00:17:34AND, PROVIDING REGULAR UPDAT
TO THE STATE ON THE FORECLOSURE
00:17:39SIATION.
BUT INSTEAD OF WORKING WITH US,
00:17:42THE SUBPRIME LENDERS STAYED
SILENT.
00:17:46THAT IS NOT ACCEPTABLE.
QUITE FRANKLY, THEY SHOULD BE
00:17:50ASHAMED OF THEMSEES.
[APPLAUSE]
00:18:03WE WILL NOT SIT IDLY BY AND
WATCH SOME PRIME LENDERS WEAKEN
00:18:09OUR FAMILIES AND OUR
COMMUNITIES.
00:18:12IF THEY REFUSE TO WORK WITH US
TO PROTECT OHIO HOMEOWNERS, THE
00:18:15WE WILL TAKE ACTN.
I'VE ORDERED MY DIRECTOR OF
00:18:20COMMERCE TO DRAFT RULES THAT
WILL INCLUDE MANY ELEMENTS OF
00:18:23THE FORECLOSURE COMPACT AND WE
WILL REQUIRE THE INDUSTRY TO
00:18:27FOLLOW THEM.
I'M COMMITTED TO DOING WHATEVER
00:18:29IT TAKES TO GET SUBPRIME LENDER
TO ACCEPT RESPONSIBILITY,
00:18:35INCLUDING PURSUING ADDITIONAL
LEGISLATION IF NECESSY.
00:18:39[APPLAUSE]
I APPRECIATE THE WORK OF OUR
00:18:51CHIEF JUSTICE THOMAS MOYER WHO
IS WORKING WITH JUDGES AND
00:18:55LAWYERS FROM ACROSS THE STATE T
USE MEDIATION TO KEEP OHIOANS I
00:19:00THEIR HOMES WHENEVER POSSIBLE.
THANK YOU.
00:19:06[APPLAUSE]
AS THE OHIO STORY CONTINUES TO
00:19:14UNFOLD, THERE'S NO DOUBT THA
THE BEST CHAPTERS ARE YET TO BE
00:19:20WRITTEN.
[APPLAUSE]
00:19:25BUT THERE ARE STILL LESSONS THA
OHIO'S PIONEERS CAN TEACH US.
00:19:32THE SETTLERS OF OHIO DIDN'T
CHOOSE THIS LAND BECAUSE IT WAS
00:19:38EASY.
GETTING TO OHIO REQUIRE THEM TO
00:19:41ENDURE A LONG JOURNEY FROM THE
COAST ON A DUSTY WAGON OR ON
00:19:46HORSEBACK OR EVEN ON FOOT.
BY THE TIME THEY ARRIVED HERE
00:19:51THE SHORES OF THE ATLANTIC OCEA
WERE MANY MOUNTAINS, RIVERS AND
00:19:57MILES IN THE DISTANT PAST.
FOR SOME AT THE MOUTH OF THE
00:20:03OHIO RIVER IN PITTSBURGH, THE
JOURNEY BECAME EASIER.
00:20:09PIONEERS ON A WESTWARD TRACK
COULD BUY A FLAT BOAT THERE TO
00:20:13CARRY THEM DOWN THE OHIO RIV.
NOW A FLAT BOAT WAS JUST LIKE I
00:20:18SOUNDS.
A FLAT SIMPLE BARGE-LIKE BOAT.
00:20:22IT HAD A SMALL SHED ON TOP TO
PROVIDE SHELTER, BUT NOTHING
00:20:28ELSE.
THERE WAS NO ENGINE, NO SAIL, N
00:20:32MEANS OF PROPULSION SAVE THE
RIVER ITSELF.
00:20:37FROM STEUBENVILLE TO CINCINNATI
THESE NEW OHIOANS TIED UP THEIR
00:20:41FLAT BOATS NOT BECAUSE THEY HAD
REACHED AN END, BUT BECAUSE THE
00:20:47HAD REACHED A NEW BEGINNING.
THEY SAW A PLACE WHERE THE
00:20:53COULD BUILD THEIR FUTURE.
BUT WHAT DID THEY DO WITH ALL O
00:20:56THOSE FLAT BOATS?
WELL, THEY CERTAINLY DIDN'T
00:20:59ABANDON THEM.
NOR WERE THEY USED FOR FIREWOOD
00:21:04THOUGH THAT PROBABLY WAS
TEMPTING.
00:21:07.
WHAT THE SETTLERS DID WAS
00:21:10DISMANTLE THOSE BOATS AND USED
THE WOOD TO BUILD CABINS.
00:21:15OUT OF A SIMPLE MEANS OF
TRANSPORT.
00:21:20EARLY OHIOANS BUILT THEIR FIRST
HOMES.
00:21:22THAT TELLS YOU SOMETHING ABOUT
HOW SMART AND PRACTICAL OHIOANS
00:21:29ARE.
AS I SEE IT, THAT'S HOW WE MUST
00:21:32APPROACH THE CHALLENGES WE FACE
TODAY.
00:21:36WE CAN'T AFFORD TO WASTE ANY
SOURCE.
00:21:40AND WE CAN'T SUBSTITUTE A
SHORT-TERM FIX FOR A LONG-TERM
00:21:46BENEFIT.
A GENERATION AGO, OHIO IS KNOWN
00:21:50FOR OUR MANUFACTURING MIGHT.
TODAY, THE DIVERSE ECONOMIC
00:21:55POWER OF OUR STATE IS HARDER TO
SUMMARIZE IN JUST ONE WORD.
00:22:00BECAUSE WE ARE THIRD AMONG THE
50 STATES IN MANUFACRING,
00:22:06FIFTH IN FORTUNE 500 COMPAES
AND SEVENTH IN THE PRODUCTION O
00:22:12BIOROURCES.
IF WE WERE A COUNTRY, OHIO'S
00:22:16ECONOMIC OUTPUT WOULD RANK US
26TH AMONG ALL THE NATIONS OF
00:22:22THE WORLD.
THE STRENGTH OF OHIO IS NO
00:22:28ACCIDENT.
WE ARE HERE TODAY BECAUSE OF A
00:22:31STEELY DETERMINATION AND
UNDAUNTED COURAGE OF OHIO'S
00:22:36PIONEERS.
WE ARE HERE TODAY BECAUSE NO
00:22:41OBSTACLE COULD OVERWHELM OUR
OPTIMISM OR DAMPEN THEIR
00:22:46ADVENTUROUS SPIRIT.
WHAT WOULD WE DO IF WE HAD THAT
00:22:51SPIRIT?
WHAT COULD WE DO IF WE WEREN'T
00:22:55AFRAID?
IF WEREN'T AFRAID TO WORK IN
00:23:00COMMON PURPOSE FOR THE COMMON
GOOD, IF WE WEREN'T AFRAID TO
00:23:04PUT ASIDE LEGISLATE --
LEGITIMATE DIFFERENCES AND SEEK
00:23:09INNOVATIVE SOLUTIONS
IF WE WEREN'T AFRAID TO RISK AN
00:23:13OCCASIONAL SETBACK IN PURSUIT O
LASTING SUCCESS
00:23:18IF WE WEREN'T AFRAID TO TRUST
EACH OTHER.
00:23:24WE ALL KNOW WE'RE FACING A
SERIOUS NATIONAL ECONOMIC
00:23:28DOWNTURN.
IN 2007, THE NATION WAS HIT BY
00:23:32THE SHARPEST RISE IN INFLATION
IN 7 YEARS.
00:23:37CONSTRUCTION OF NEW HOUSING
DROPPED TO ITS LOWEST LEVELS IN
00:23:415 YEARS.
OIL HIT ITS HIGHEST PRICE EVE
00:23:48WHEN 2007 BEGAN, A BARREL OF OI
WAS $50.
00:23:51BEFORE THE YEAR WAS OVER, IT WA
$00.
00:23:55AS PRICES FLY HIGH, WAGES SIT
STAGNATE.
00:24:01LAST YEAR, UNEMPLOYMENT ROSE IN
36 STATES.
00:24:07DECEMBER PRODUCED THE LARGEST
ONE-MONTH INCREASE IN NATIONA
00:24:11UNEMPLOYMENT IN SEVEN YEARS.
AND JUST LAST WEEK, WE HEARD TH
00:24:18JARRING NEWS THAT THE NATION AS
A WHOLE ACTUALLY LOST JOBS IN
00:24:24JANUARY.
THE FIRST MONTHLY LOSS IN FIV
00:24:27YEARS.
THE NATION'S DISTRESS IS FELT
00:24:31HERE AS WELL.
THE WEAK ECONOMY IS A BURDEN TO
00:24:36ALL OHIOANS AND A BURDEN TO OUR
STATE GOVERNMENT.
00:24:40AND LIKE MOST STATES, WE NOW
CONFRONT A BUDGET GAP.
00:24:44OUR OFFICE OF BUDGET AND
MANAGEMENT AND OUR DEPARTMENT O
00:24:49TAXATION PROJECT THAT THIS
ECONOMIC SLOWDOWN WILL LEAVE TH
00:24:53STATE FACING A SHORTFALL OF
PERHAPS MORE THAN $700 MILLION.
00:25:00THOUGH THE BUDGET WE PASSED WAS
ALREADY LEAN, I HAVE A
00:25:05CONSTITUTIONAL DUTY TO KEEP IT
BALANCED.
00:25:08AND THAT'S WHY I HAVE DIRECTED
STATE AGENCIES TO IMPLEMENT MOR
00:25:12THAN $733 MILLION IN COST
SAVINGS, MANAGEMENT STRATEGIES,
00:25:18PROGRAM REDUCTIONS AND EFFICIEN
SIS.
00:25:22BUT WE CAN'T STOP THERE.
THE PEOPLE OF OHIO DID NOT
00:25:27ENTRUST US WITH OUR LEADERSHIP
ROLES SIMPLY TO DEAL WITH THE
00:25:31DIFFICULTIES AT HAND.
WE MUST HAVE THE COURAGE TO FA
00:25:35OUR PROBLEMS AND THEN TO REACH
BEYOND THEM TO THE PROSPERITY
00:25:40THAT LIES IN OUR FUTE.
IN THE FACE OF THIS CHALLENGE,
00:25:45WE CANNOT SIMPLY PUT A PATCH ON
THE BUDGET WITHOUT REDOUBLING
00:25:50OUR EFFORT TO CREATE GOOD JOBS
FOR OHIOANS
00:25:53MY FRIENDS, THE STATE OF THE
STATE IS RESOLUTE.
00:25:59WE ARE CHALLENGED, BUT WE WILL
NOT BACK DOWN.
00:26:02[APPLAUSE]
THE PEOPLE OF OUR STATE EXPECT
00:26:22FUTURE THAT LIFTS US ALL.
THAT IS OUR CALLING AND WE WILL
00:26:28ANSWER THAT CALL.
THE SCRIPTURE SAYS LET US NOT
00:26:32LOSE HEART IN DOING GOOD.
FOR IN DUE TIME, WE WILL REAP I
00:26:38WE DO NOT GROW WEARY.
AND SO WE MUST CAST ASIDE FEAR.
00:26:43WE MUST CAST ASIDE INDIFFERENCE
AND WE MUST SUMMON THE SPIRIT
00:26:48AND COURAGE THAT BROUGHT THE
FIRST OHIOANS TO THIS LAND.
00:26:52BECAUSE THIS DIFFICULTY, THIS
DIFFICULTY IS ALSO AN
00:26:58OPPORTUNITY.
WE CAN SEIZE THIS MOMENT TO
00:27:01AGGRESSIVELY PURSUE A PATH OF
FISCAL RESPONSIBILITY AND SHARE
00:27:07PRPERITY.
WE CAN TAKE THIS MOMENT TO
00:27:09COMMIT TO A STANDARD.
OHIO.
00:27:13OHIO WILL BE FIRST AMONG ITS
PEERS AND A COMPETITOR AMONG AL
00:27:19NATIONS.
[APPLAUSE]
00:27:31IT WOULD BE IRRESPONSIBLE FOR U
TO REMAIN IN NEUTRAL WHEN THE
00:27:36NEED IS FOR TO US BE IN HIGH
GEAR.
00:27:39THESE TIMES DEMAND SWIFT AND
SIGNIFICANT ACTION.
00:27:43SO IN RESPONSE TO THE ECONOMIC
CHALLENGES WE FACE, I AM
00:27:49ANNOUNCING TODAY BUILDING OHIO
JOBS.
00:27:53A MAJOR NEW FINANCIAL INVESTMEN
IN OUR STATE AN INVESTMENT TO
00:27:58PURSUE TWO CENTRAL GOALS.
WE WILL CREATE THOUSANDS OF NEW
00:28:04GOOD-PAYING BS.
AND WE WILL DO THAT WHILE LAYIN
00:28:07THE FOUNDATION FOR OUR FUTURE
ECONOMIC PROSPERITY.
00:28:14THIS $.7 BILLION JOB STIMULUS
PACKAGE WILL CREATE MORE THAN
00:28:1980,000 NEW JOBS WHILE ALSO
INVESTING IN THE INFRASTRUCTURE
00:28:23AND THE INDUSTRIES THAT WILL
LIGHT OUR PATH TO THE FUTURE.
00:28:27[APPLAUSE]
MY PLAN IS SIMPLE.
00:28:43WE WILL ISSUE $.7 BILLION IN
NEW BONDS.
00:28:48LEGALLY, THOSE DOLLARS WILL ONL
WILL ALLOWED TO BE USED FOR THE
00:28:52SPECIFIC PURPOSES OUTLINED AND
FOR NO OTHER PURPOSE.
00:28:57AND, WE WILL REQUIRE THAT EVERY
DOLLAR BE AUDITED BY OUR STATE'
00:29:04INDEPENDENTLY ELECTED STATE
AUDITOR.
00:29:06AND I'M SURE SHE'LL BE HAPPY TO
DO THAT.
00:29:08[APPLAUSE]
NO ONE LIKES ADDITIONAL DEBT
00:29:15INCLUDING ME.
BUT THE NATIONAL DOWNTURN IN OU
00:29:19ECONOMY IS COSTING US JOBS.
AND WE NEED TO ACT QUICKLY.
00:29:24NOW HERE'S WHAT WE'RE GOING TO
DO WITH THOSE RESOURCES AND HOW
00:29:28WE'RE GOING TO CREATE JOBS.
WE WILL INVEST $250 MILLION IN
00:29:35THE ADVANCED AND RENEWABLE
ENERGY ECONOMY INCLUDING SOLAR,
00:29:41WIND, AND CLEAN COA
[APPLAUSE]
00:29:50WE WILL INVEST $50 MILLION IN
OUR STATE'S INFRASTRUCTURE TO
00:29:56HELP CREATE A SEAMLESS NETWORK
OF ROADS, RAILS, AND PORTS TO
00:30:00SUPPORT OUR LOGISTICS AND
DISTRIBUTION INDUSTRY.
00:30:04WE --
[APPLAUSE]
00:30:10WE WILL INVEST $00 MILLION IN
BIO-PRODUCTS THAT USE RENEWABLE
00:30:18RESOURCES INSTEAD OF PETROLEUM
TO CREATE PLASTICS AND OTHER
00:30:23PRODUCTS.
AND I HAVE AN EXAMPLE.
00:30:26A CUP MADE HERE IN OHIO FRO
CORN PLASTIC.
00:30:31JUST AN EXAMPLE
[APPLAUSE]

00:32:23IN PERRIESBURG, OHIO, FIRST
SOLAR PRODUCES MORE THIN FILMED
00:32:28SOLAR PANELS THAN ANY OTHER
FACILITY IN THE COUNTRY.
00:32:35RISING INTERNATIONAL DEMAND HAS
LED THEM TO DOUBLE THE SIZE OF
00:32:37THEIR STAFF JUST IN THE LAST TW
YEARS.
00:32:41THIS HAPPENED HERE IN OHIO
BECAUSE FIRST SOLAR'S EFFORTS
00:32:45WERE NURTURED BY THE PUBLICLY
FUNDED WRIGHTS CENTER AT THE
00:32:50UNIVERSITY OF TOLEDO.
WE HAVE A BASE OF MANUFACRERS
00:32:54AND EXPERTISE IN OHIO THAT IF
SUPPORTED CAN LEAD THE STATE IN
00:32:59THE NATION AND THAT'S WHY OUR
BUILDING OHIO JOBS PLAN WILL
00:33:05INVEST IN ENERGY.
LOGISTICS IS MOVING YOUR
00:33:10PRODUCTS FROM WHERE YOU MAKE
THEM TO WHERE YOU SELL THEM.
00:33:14MORE IMPORTANTLY, WHAT LO JISKS
MEAN FOR OHIO IS -- LOGISTICS
00:33:20MEAN FOR OHIO IS JOBS.
AVON PRODUCTS SELL $9 BILLION
00:33:25WORTH OF GOODS EVERY YEAR.
THAT'S A LOT OF MAKEUP.
00:33:29>> [LAUGHTER]
>> AVON SEARCH FOR A NEW
00:33:35DISTRIBUTION CENTER LED THEM TO
ZANESVILLE.
00:33:38THEY'RE CREATING 500 JOBS THERE
AND INVESTING $7 MILLION IN
00:33:44THEIR FACILITY.
ULTIMATELY, /2 OF THEIR U.S.
00:33:49PRODUCT LINE WILL MOVE THROUGH
THIS NEW CENTER.
00:33:53WITH TWO INTERSTATE HIGHWAYS AN
RAIL ACCESS, THE ZANESVILLE ARE
00:33:57IS PRIME TERRITORY FOR
DISTRIBUTION FACILITIE
00:34:01BUT WE WOULD NOT HAVE BEEN ABLE
TO ACCOMMODATE AVON CENTER AND
00:34:06ALL THE JOBS IT BRINGS WITHOUT
CREATING VITAL INTERSECTIO
00:34:12BETWEEN MODES OF TRANSPORTATION
AND THAT'S WHY OUR BUILDING OHI
00:34:17JOBS PLAN WILL INVEST IN OUR
DISTRIBUTION INFRASTRUCTURE.
00:34:24CLEVELAND'S GLOBAL
CARDIOVASCULAR INNOVATION CENTE
00:34:27IS A $250 MILLION PUBLIC-PRIVAT
PARTNERSHIP FORMED TO DEVELOP
00:34:35NEW CARDIOVASCULAR PRODUCTS.
IT WILL CREATE HUNDREDS OF NEW
00:34:38JOBS AND MORE IMPORTANTLY, IT
WILL HELP COUNTLESS PATIENTS IN
00:34:42OHIO AND AROUND THE WORLD
OVERCOME A TERRIBLE THREAT TO
00:34:47THEIR HEALTH.
THE STATE'S COMMITMENT TO
00:34:50BIOSCIENCE IS A MAJOR REASON WH
OHIO, OHIO HOSTS 25% OF ALL
00:34:58CLINICAL TRIALS CONDUCTED IN TH
UNITED STATES.
00:35:02THIS IS RESEARCH THAT CREATES
JOBS AND SAVES LIVES.
00:35:08AND THAT'S WHY OUR BUILDING OHI
JOBS PLAN WILL INVEST IN
00:35:15BIOMEDICINE.
[APPLAUSE]
00:35:26IN THE VILLAGE OF CONTINENTAL,
PUBLIC WORKS COMMISSION PROJECT
00:35:32IMPROVED TOWN HIPP ROAD 22 TO

THE NEW ROAD ALLOWS NEW
00:35:38MILLENNIUM AND THEIR BUILDING T
PRODUCE AND SHIP HEAVIER STEEL
00:35:43JOISTS.
INSTEAD OF LOSING THE COMPANY I
00:35:45ITS 00 JOBS, NEW MILLENNIUM IS
STAYING AND EXPANDING IN PUTNAM
00:35:51COUNTY.
AND THAT'S WHY OUR BUILDING OHI
00:35:56JOBS PLAN WILL INVEST IN PUBLI
WORKS.
00:36:01[APPLAUSE]
WATCHING -- WATCHING, WISHING,
00:36:10AND WAITING WILL NOT CREATE
JOBS.
00:36:13BUT A BOLD AND A BALANCED
INVESTMENT IN OHIO WILL.
00:36:18BUILDING OHIO JOBS AND ALL THES
PROGRAMS WITHIN IT REPRESENT A
00:36:24COMMITMENT TO OPPORTUNITY AND
STRENGTH TO FISCAL
00:36:27RESPONSIBILITY AND SHARED
PROSPERITY.
00:36:30IT'S AN INVESTMENT IN JOB
CREATING INDUSTRIES IN OUR
00:36:33COMMUNITIES AND IN OUR WORKERS.
AND IT WILL CREATE OPPORTUNITY
00:36:38TODAY, TOMORROW, AND FOR
GENERATIONS TO COME.
00:36:44NOW, WE ALL KNOW THAT HIGHER
EDUCATION IS A MAJOR DRIVER OF
00:36:48OUR ECONOMY.
OUR COLLEGES AND UNIVERSITIES
00:36:52INVITED THE WORKERS THE IDEAS
AND THE -- PROVIDE THE WORKERS
00:36:56AND THE IDEAS THAT OUR STATE
NEEDS TO GROW.
00:36:59OHIO USED TO HAVE ONE OF THE
HIGHLY EDUCATED WORK FORCE IN
00:37:04THE COUNTRY.
BUT THAT'S NO LONGER TRUE.
00:37:06IT IS CLEAR THAT WE MUST
INCREASE THE NUMBER OF COLLEGE
00:37:10GRADUATES IN OHIO.
IF OUR SINCE ARE GOING TO HAVE
00:37:13GOOD JOBS AND RISING INCOMES IN
THE COMING YEARS.
00:37:16OUR CHANCELLOR OF HIGHER
EDUCATION WHO IS WITH US THIS
00:37:20MORNING IS REQUIRED TO CONSTRU
A 0-YEAR PLAN FOR OHIO COLLEGE
00:37:26AND UNIVERSITIES.
NOW, WHILE THAT WORK CONTINUES,
00:37:29I WANT TO SHARE WITH YOU SOME O
THE MOST IMPORTANT COMMITMENTS
00:37:34THAT CHANCELLOR FINGERHUT HAS
TOLD ME THAT WE'RE ABLE TO MAKE
00:37:40IN THIS PLAN.
THESE COMMITMENTS WILL RESHAPE
00:37:43THE FUTURE OF OUR SCHOOLS AND
OUR STATE.
00:37:46LAST YEAR, WE CREATED THE
UNIVERSITY SYSTEM OF OHIO.
00:37:52OUR PUBLIC COLLEGES AND
UNIVERSITIES WILL MAINTAIN AND
00:37:58KEEP THEIR UNIQUE CHARACTERS AN
STRENGTHS, BUT AS MEMBERS OF TH
00:38:04UNIVERSITY SYSTEM, ALL OF OUR
SCHOOLS WILL BE UNITED BY A
00:38:08COMMON MISSION AND THAT IS TO
SERVE THE STATE AND ITS PEOPLE.
00:38:13OHIO HAS UNIVERSITIES THAT ARE
RECOGNIZED AS NATIONAL AND
00:38:17INTERNATIONAL LEADERS IN THEIR
FIELDS.
00:38:20THESE UNIVERSITIES KEEP OUR
YOUNG PEOPLE HERE AND ATTRACT
00:38:24TALENT FROM AROUND THE GLOBE.
THEY SPUR INNOVATIONS THAT LEAD
00:38:28TO NEW JOBS.
OUR PLAN WILL RAISE THE QUALITY
00:38:31OF ALL OF OUR ACADEMIC PROGRAM
AND WILL GUARANTEE THAT ANYON
00:38:35WHO IS PREPARED AND QUALIED
WILL BE ABLE TO GO
00:38:38[APPLAUSE]
>> WE WILL DO THIS BY OPERATING
00:38:51CREATIVELY AND EFFICIENTLY.
BUILDING CENTERS OF EXCELLENCE
00:38:55AND INCREASING THE AMOUNTS OF
FUNDS WE RAISE PUBLICLY AND
00:38:59PRIVATELY FOR FINANCIAL AID.
BUT TO EXPAND THE NUMBER OF
00:39:03COLLEGE GRADUATES IN OHIO, WE
MUST ALSO BUILD A SYSTEM THAT I
00:39:08FLEXIBLE ENOUGH TO SERVE THE
POTENTIAL STUDENTS THAT WE'RE
00:39:12MISSING.
MANY OHIOANS WHO ARE INTERESTE
00:39:14IN FURTHERING THEIR EDUCATION
ARE NOT ABLE TO SPEND THE
00:39:17TRADITIONAL FOUR YEARS ON ONE O
OHIO'S MAIN UNIVERSITY CAMPUSES
00:39:22MANY ARE WORKING FULL TIME OR
CARING FOR A FAMILY OR BOTH.
00:39:2940 YEARS AGO, GOVERNOR RHODES
SAW THE CHANGING INDUSTRIAL
00:39:34ECONOMY AND HE UNDERSTOOD THAT
OHIOANS COULD NO LONGER GO FROM
00:39:38THE HIGH SCHOOL TO THE FACTORY
FLOOR.
00:39:42AND SO HE LAUNCHED A GRAND
PROJECT TO BUILD A COMMUNITY
00:39:45COLLEGE OR A TECHNICAL COLLEGE
OR A REGIONAL CAMPUS WITHIN 30
00:39:50MILES OF EVERY OHIOAN.
THANKS TO JIM RHODES AND HIS
00:39:56FORESIGHT, WE HAVE A HIGHER
EDUCATION INFRASTRUCTURE THAT
00:40:00RIVALS ANY STATE IN THE NATION.
[APPLAUSE]
00:40:15WE MUST PROVIDE OHIOANS WHAT
THEY NEED TO SUCCEED IN THE 2S
00:40:20NTURY.
ACCESS TO HIGH QUALITY,
00:40:23AFFORDABLE ASSOCIATE AND
BACHELOR'S DEGREES.
00:40:26TODAY, I'M ANNOUNCING THAT THE
0-YEAR PLAN FOR THE UNIVERSITY
00:40:30SYSTEM OF OHIO WILL GUARANTEE
THAT A HIGH QUALITY ASSOCIATE
00:40:36AND BACHELORS DEGREE IN THE
ACADEMIC FIELDS NECESSARY TO
00:40:39LAND A GOOD JOB WILL BE
AVAILABLE ON A CAMPUS WITHIN 30
00:40:44MILES OF EVERY OHIO.
[APPLAUSE]
00:40:56LET'S TAKE THE CASE OF A
25-YEAR-OLD WORKING MOM IN
00:41:01DDLETOWN.
SHE NEEDS CLASSES TAUGHT NEARBY
00:41:05AT TIMES THAT FIT HER SCHEDULE.
TODAY, SHE HAS ACCESS TO A WID
00:41:11RANGE OF ASSOCIATE DEGREE
PROGRAMS AT MIAMI UNIVERSITY'S
00:41:15REGIONAL CAMPUS.
BUT TO COMPLETE A BACHELOR'S
00:41:17DEGREE IN MOST FIELDS, SHE WOUL
HAVE TO GO ELSEWHERE.
00:41:22UNDER OUR PLAN, TWO GREAT
SCHOOLS, MIAMI UNIVERSITY AND
00:41:28SINCLAIR COMMUNITY COLLEGE ARE
WORKING TOGETHER TO EXPAND THE
00:41:32NUMBER OF ASSOCIATE AND
BACHELOR'S DEGREES, ALL IN
00:41:37MIDDLEWN.
WHEN OUR --
00:41:38[APPLAUSE]
WHEN OUR PLAN IS FULLY
00:41:49IMPLEMENTED, THIS YOUNG MOTH
WILL HAVE ACCESS TO ALL THE
00:41:51CLASSES NEEDED TO EARN AN
ASSOCIATE AND A BACHELOS
00:41:55DEGREE RIGHT NEAR HER HOME AND
HER FAMILY.
00:41:58AND OUR PLAN WILL TURN THE COST
OF HER EDUCATION ON ITS HEAD.
00:42:03FOR STUDENTS SEEKING A
BACHELOR'S DEGREE, OHIO IS NOW
00:42:08AMONG THE 0 MOST EXPENSIVE
STATES.
00:42:11UNDER OUR PLAN, THE YOUNG MOTHE
IN MIDDLETOWN AND EVERY OHIOAN
00:42:16WILL HAVE ACCESS TO A HIGH
QUALITY BACHELOR'S DEGREE THAT
00:42:20WILL RANK AMONG THE 0 LEAST
EXPENSIVE IN THE NION.
00:42:25[APPLAUSE]
BUT YOU KNOW, MIDDLETOWN IS JUS
00:42:39ONE EXAMPLE.
WE'VE INVITED SCHOOLS ALL OVER
00:42:41THE STATE TO PARTNER TOGETHER I
FULFILLING THIS MISSION AND THE
00:42:45HAVE RESPONDED VERY EAGERLY.
ANOTHER THING WE MUST DO TO
00:42:50INCREASE THE NUMBER OF COLLEGE
GRADUATES IN OHIO IS TO STOP
00:42:55THINKING ABOUT HIGH SCHOOL AS A
END IN ITSELF.
00:42:59WHETHER THROUGH COLLEGE -
[APPLAUSE]
00:43:06WHETHER THROUGH COLLEGE OR
TECHNICAL TRAINING, OUR YOUNG
00:43:11PEOPLE MUST BE BROUGHT UP WITH
THE EXPECTATION THAT THEY NEED
00:43:14TO CONTINUE THEIR EDUCATION
BEYOND HIGH SCHOOL.
00:43:17BUILDING ON THE EXISTING POST
SECONDARY ENROLLMENT OPTIONS
00:43:21PLAN, TODAY, I AM ANNOUNCING
THAT I HAVE DIRECTED THE
00:43:25CHANCELLOR TO GIVE EVERY 2TH
GRADER WHO MEETS THE ACADEMIC
00:43:30REQUIREMENTS A CHOICE.
A CHOICE OF SPENDING THEIR
00:43:33SENIOR YEAR IN THEIR HOME HIGH
SCHOOL OR SPENDING IT ON A
00:43:38UNIVERSITY SYSTEM OF OHIO
CAMPUS.
00:43:42ITION --
[APPLAUSE]
00:44:01[APPLAUSE]
>> YOU MAY WANT TO STAND UP
00:44:11AGAIN ON THIS ONE.
TUITION FOR THE YEAR WILL BE
00:44:14FREE.
[APPLAUSE]
00:44:30WE WILL BEGIN ENROLLING STUDENT
IN THIS PLAN BY THE UPCOMING
00:44:35SCHOOL YEAR.
PARTICIPATING SENIORS WILL THEN
00:44:38GRADUATE FROM HIGH SCHOOL, READ
TO START THEIR SOPHOMORE YEAR I
00:44:44COLLEGE.
IN FACT --
00:44:45[APPLAUSE]
IN FACT, STUDENTS WILL RECEIVE
00:44:49THEIR HIGH SCHOOL DIPLOMA AND
ONE FULL YEAR OF COLLEGE CREDIT
00:44:54AT THEAME TIME.
THE CREDITS WILL TRANSFER IN
00:44:57FULL TO PUBLIC INSTITUTIONS AS
WELL AS MANY PRIVATE COLLEGES.
00:45:01I CALL THIS INITIATIVE SENIORS
TO SOPHOMORES.
00:45:07[APPLAUSE]
IT'S A GOAL TO RAISE THE
00:45:19ASPIRATIONS OF ALL STUDENTS TO
CHALLENGE STUDENTS WHO MAY FEEL
00:45:22DISENGAGED FROM THEIR HIG
SCHOOL STUDIES AND TO HELP
00:45:25STUDENTS WHO WANT TO ACCELERATE
THEIR COLLEGE EDUCATION AND JUS
00:45:28THINK ABOUT THIS.
THE EFFECT ON A FAMILY'S BUDGET
00:45:33WHEN THEY SAVE THE COST OF AN
ENTIRE YEAR OF COLLEGE TUITI.
00:45:37[APPLAUSE]
NOW, SOME THINK OF PRIMARY AND
00:45:51SECONDARY EDUCATION IN OHIO AS
PROBLEM TO BE SOLVED.
00:45:56BUT OUR SCHOOLS ARE NOT
PROBLEMS.
00:45:59THEY ARE SOLUTIONS.
IN FACT, THERE'S MUCH GOOD NEWS
00:46:03ABOUT OUR SCHOOLS.
JUST LAST MONTH, EDUCATION
00:46:08WEEK'S REPORT CARD ON THE
NATION'S SCHOOLS PLACED OHIO
00:46:12SEVENTH, SEVENTH, AMONG THE 50
STATES.
00:46:16IN SEPTEMBER, RESULTS OF THE
NATIONAL ASSESSMENT OF
00:46:19EDUCATIONAL PROGRESS SHOW THAT
OHIO RANKED IN THE TOP 0 IN AL
00:46:24FOUR OF ITS MEASURES
WE'RE GRATEFUL FOR THE EFFORTS
00:46:29OF OUR STUDENTS AND OUR TEACHER
WHO HAVE MADE US PROUD.
00:46:32AND WE ARE THANKFUL AND I AM
THANKFUL FOR THE COUNTLESS
00:46:36LEADERS IN THIS STATE INCLUDING
MANY IN THIS CHAMBER WHOSE
00:46:42EFFORTS HAVE STRENGTHENED
EDUCATION IN OO.
00:46:45[APPLAUSE]
BUT WHILE WE ARE HOLDING OUR OW
00:46:55WITH MOST STATES, WE HAVE NOT
KEPT PACE WITH MUCH OF THE
00:47:01WORLD.
AND WE STILL MUST WORK TO ENSUR
00:47:04THAT ALL OF OUR SCHOOLS CAN MEE
THE NEEDS OF ALL OF OUR STUDENT
00:47:08IN THIS GLOBALLY COMPETITIVE
VIRONMENT.
00:47:12SINCE I WAS SWORN IN AS
GOVERNOR, I'VE MET WITH DOZENS
00:47:16OF GROUPS TO DISCUSS EDUCATION
I'VE LISTENED TO EDUCATORS
00:47:20BUSINESS LEADERS, RESEARCHERS,
PARENTS, AND MANY OTHERS.
00:47:25I HAVE CONSIDERED THEIR
EXPERIENCES IN THE EVIDENCE THE
00:47:29HAVE MARSHALED AND HAVE TAKEN
HEATH OF A LIFETIME OF
00:47:35SERVATIONS.
THE FIRST LADY AND I HAVE MADE.
00:47:37ALL OF THESE DISCUSSIONS HAVE
LED ME TO EMBRACE THE FOLLOWING
00:47:41VISION FOR OUR SCHOOLS.
WE MUST CREATE LEARNING
00:47:46ENVIRONMENTS THAT FOSTER AND
NURTURE CREATIVITY, INNOVATION,
00:47:52AND GLOBAL COMPETENC
AS I HAVE DEVELOPED SIX CORE
00:47:55PRINCIPLES THAT WILL GUIDE OUR
EFFORTS TO ACHIEVE THAT VISION.
00:48:00FIRST, WE CANNOT ADDRESS OUR
EDUCATION CHALLENGES WITHOUT
00:48:05STRENGTHENING OUR COMMITMENT TO
PUBLIC EDUCATION.
00:48:08AS A PRACTICAL MATTER, THE VAST
MAJORITY OF OHIO STUDENTS ARE
00:48:13AND ALWAYS WILL BE EDUCATED IN
OUR PUBLIC SCHOOL SYSTE
00:48:19SECOND, A MODERN EDUCATION MUS
BE DIRECTLY LINKED TO ECONOMIC
00:48:25PROSPERITY
OHIO CANNOT THRIVE WITHOUT
00:48:28UNDERSTANDING THAT WORLD-CLASS
SCHOOLS WILL PRODUCE A TALENTED
00:48:32WORK FORCE AND A TALENTED WORK
FORCE WILL ATTRACT AND CREA
00:48:38JOBS.
THIRD, WE NEED TO IDENTIFY THE
00:48:42GREAT STRENGTHS OF OUR SCHOOLS.
THERE ARE FEATURES IN OUR
00:48:48EDUCATIONAL SYSTEM THAT THE RES
OF THE WORLD SEEKS TO EMULATE.
00:48:52AND WE MUST BUILD ON THOSE
TRIUMPHS.
00:48:57WE EXCEL INTERNATIONALLY IN OUR
ABILITY TO FOSTER CREATIVITY AN
00:49:04INVATION.
THESE SKILLS CAN FUEL A LIFETIM
00:49:06OF SUCCESS, ESPECIALLY IN AN
EVOLVING GLOBAL ECONOMY.
00:49:13OHIO SCHOOLS PRODUCE THE MINDS
THAT CREATED SUPER MAN WITH HIS
00:49:21FICTIONAL X-RAY VISION AND THE
MIND THAT INVENTED THE M.R.I.,
00:49:28GIVING DOCTORS THE VERY REAL
ABILITY TO PAINLESSLY VIEW
00:49:32INSIDE THE HUMAN BODY.
OHIOANS ARE VISIONARIES.
00:49:38BUT WE'RE PRACTICAL AS WELL.
IT WASN'T LONG AFTER A PAIR OF
00:49:48OHIOANS INVENTED THE AIRPLANE
AFTER ANOTHER OHIOAN INVENTED
00:49:52THE PARACTE.
>> [LAUGHTER]
00:50:04>> OUR SCHOOLS MUST TEACH
STUDENTS TO THINK PAST THE
00:50:07LIMITS OF WHAT HAS BEEN DONE AN
IMAGINE WHAT COULD BE DONE.
00:50:14FOURTH, OUR BEST TEACHERS CAN
SHOW US WHAT WORKS BEST IN THE
00:50:18CLASSROOM AND WE NEED TO CONSUL
THEM AND FOLLOW THEIR LEAD.
00:50:23GREAT TEACHERS CAN BE A RESOUR
NOT ONLY THEIR STUDENTS BUT FOR
00:50:27THEIR FELLOW EDUCATORS AS WELL.
WE SHOULD SUPPORT THESE TEACHER
00:50:32BY GIVING THEM THE FREEDOM TO
STAY IN THE CLASSROOM AND STI
00:50:36BE REWARDED FOR SHARING THEIR
EXPERTISE WITH THEIR PEERS.
00:50:40YOU KNOW WE LOSE A LOT OF
TEACHERS.
00:50:44A LOT OFEW TEACHERS.
THEY TELL US AS MANY AS HALF OF
00:50:46ALL NEW TEACHERS LEAVE THEIR
PROFESSION WITHIN FIVE YEARS.
00:50:50BUT WE CAN HELP KEEP THESE
TALENTED PEOPLE IF WE GIVE THEM
00:50:54BETTER ACCESS TO THEIR SENIOR
COLLEAGUES.
00:51:00FIFTH, WE MUST STRIVE TO DEVELO
A SPECIFIC PERSONALIZED
00:51:05EDUCATION PROGRAM THAT
IDENTIFIES HOW EACH INDIVIDUAL
00:51:09STUDENT LEARNS AND USE THE
TEACHING METHODS APPROPRIATE TO
00:51:13THAT STUDENT'S NEEDS AND
ABILITIES.
00:51:17THE GREAT EDUCATOR AND
PHILOSOPHER JOHN DUEY DESCRIBED
00:51:22THIS IDEA MANY YEARS AGO HE
WROTE THAT WE MUST SHIFT THE
00:51:27CENTER OF GRAVITY IN SCHOOLS.
HE SAID IT'S A REVOLUTION NOT
00:51:32UNLIKE THAT INTRODUCED BY
CARNICUS.
00:51:39WHEN THE CENTER SHIFTED FROM TH
EARTH TO THE SUN.
00:51:43IN THIS CASE, THE CHILD BECOMES
THE SUN AROUND THE APPLIANCES O
00:51:51EDUCATION REVOL.
[APPLAUSE]
00:52:01AND SIXTH, TESTING AND
ASSESSMENT WILL CONTINUE TO
00:52:05ANSWER ACCOUNTABILITY QUESTIONS
BUT THERE ARE MOST IMPORTANT
00:52:10ROLE WILL BE TO GUIDE
PERSONALIZED, INDIVIDUALIZED
00:52:15EDUCATION.
[APPLAUSE]
00:52:20AND THIS WILL BE DONE THROUGH A
COMPREHENSIVE AND ONGOING
00:52:24UNDERSTANDING OF THE STUDENT'S
CAPABILITIES AND WEAKNESSES AND
00:52:29GROWTH IN THE EDUCATIAL
OCESS.
00:52:31NOW I WILL BE GUIDED BY THESE
PRINCIPLES AS I DRAFT MY PLAN
00:52:36NOT ONLY FOR FUNDING, BUT ALSO
FOR REFORMING OUR SCHOOLS.
00:52:41I WILL FOLLOW THESE PRINCIPLES
IN PURSUIT OF A CLEAR STANDARD.
00:52:46SCHOOLS THAT RANK AMONG THE BES
IN THE WORLD AND MEET THE NEEDS
00:52:51OF EVERY OHIO CHI.
[APPLAUSE]
00:53:01LAST YEAR, THIS LEGISLATURE LED
BY SPEAKER HUSTED ADVANCED
00:53:09LEGISLATION THAT GAVE THE
GOVERNOR THE AUTHORITY TO
00:53:12APPOINT THE CHANCELLOR OF
HYREDUCATION.
00:53:16BY DOING SO, YOU PROVIDED A
CLEAR LINE OF AUTHORITY AND
00:53:22ACCOUNTABILITY.
YOU ENABLED ME AND FUTURE
00:53:25GOVERNORS AND FUTURE
LEGISLATURES TO PURSUE A VISION
00:53:28OF HIGHER EDUCATION ON BEHALF O
ALL OHIOANS.
00:53:33I BELIEVE THE TIME HAS COME TO
DO THE SAME FOR PRIMARY AND
00:53:37SECONDARY EDUCATION.
[APPLAUSE]
00:53:48THE GOVERNOR AND THE LEGISLATUR
ARE RESPONSIBLE FOR THE SUCCESS
00:53:52OF OUR SCHOOLS.
THE VOTERS WILL RIGHTLY HOLD US
00:53:57ACCOUNTABLE FOR THE EDUCATION
RESULTS WE PRODUCE.
00:54:02THEREFORE, WE SHOULD HAVE
AUTHORITY OVER THE MANAGEMENT O
00:54:05THE DEPARTMENT OF EDUCATION.
TODAY, I'M CALLING FOR THE
00:54:09CREATION OF A NEW POSITION, THE
DIRECTOR OF THE DEPARTMENT OF
00:54:17EDUCATION.
[APPLAUSE]
00:54:22THIS OFFICE WOULD BE APPOINTED
BY THE GOVERNOR SUBJECT TO
00:54:26APPROVAL BY THE SENATE.
THE DIRECTOR WOULD HAVE
00:54:30OVERSIGHT OVER ALL DEPARTMENT O
EDUCATION EFFORTS.
00:54:34THE EXISTING STRUCTURE INCLUDIN
THE STATE BOARD OF EDUCATION AN
00:54:39THE STATE SUPERINTENDENT OF
SCHOOLS WOULD REMAIN IN PLACE I
00:54:43ADVISORY AND ADDITIONAL ROLES A
DETERMINED BY THE DIRECTOR.
00:54:48THE MOST IMPORTANT DUTY OF THE
STATE SHOULD NOT BE OVERSEEN BY
00:54:53AN UNWELDY DEPARTMENT WITH
SPLINTERED ACCOUNTILITY.
00:54:57[APPLAUSE]
THIS CHANGE IN ORGANIZATIONAL
00:55:09STRUCTURE WILL ENSURE LIKE
HIGHER EDUCATION THAT THERE IS
00:55:13DIRECT LINE OF RESPONSIBILY
AND ACCOUNTABILITY IN K-2
00:55:17EDUCATION AS WELL.
IT WILL ENSURE THAT OUR ELECTED
00:55:21AND APPOINTED LEADERS ARE
WORKING TOGETHER TO STRENGTHEN
00:55:24EDUCATION IN OHIO.
EDUCATION IS THE CENTRAL ISS
00:55:30THAT I FACE AS GOVERNOR.
I AM DETERMINED TO BRING REAL
00:55:34CHANGE AND REAL RESULTS.
BUT I AM ALSO DETERMINED TO FIN
00:55:39THE BEST ANSWERS.
WE ARE CREATING A BLUEPRINT FOR
00:55:43THE FUTURE OF OUR SCHOOLS AND
OUR STATE.
00:55:46AND WE WILL TAKE THE TIME TO GE
IT RIGHT.
00:55:51THE DIRECTOR AND I WILL TAKE AL
THE BEST IDEAS AND THE EVIDENCE
00:55:56AVAILABLE FROM THOSE THAT CAR
ABOUT EDUCATION IN OHIO AND I
00:56:01WILL PUT MY PLAN FOR OHIO
SCHOOLS BEFORE THE PEOPLE OF
00:56:06OHIO NEXT YEAR.
[APPLAUSE]
00:56:19OHIO'S FUTURE DOES NOT BELONG T
THOSE WHO LACK COURAGE.
00:56:23WE WILL NOT BE HELD BACK BY
THOSE WHO CANNOT IMAGINE A
00:56:27TOMORROW BRIGHTER THAN TODAY.
IT'S TRUE THAT WE ARE NOT IMMUN
00:56:31FROM THE ECONOMIC PROBLEMS OF
OUR COUNTRY.
00:56:34BUT NEITHER ARE WE INDIFFERENT
TO THEIR SOLUTIONS.
00:56:39OUR BUILDING OHIO JOBS PLAN WIL
ALLOW US TO MAKE STRATEGIC
00:56:44INVESTMENT IN THE ENERGY
ECONOMY, IN BIOPRODUCT,
00:56:47BIOMEDICINE, AND LOGISTICS.
IT WILL ALLOW US TO REVITALIZE
00:56:51COMMUNITIES AND INVEST IN LOCAL
INFRASTRUCTURE.
00:56:55MORE THAN ANYTHING, RIGHT NOW
OHIO NEEDS JOBS.
00:56:59AND THESE INVESTMENTS WILL BRIN
JOBS.
00:57:02[APPLAUSE]
SHAKESPEARE WROTE THAT COURAGE
00:57:17MOUNTED WITH OCCASION, MY
FRIENDS, THIS IS THE OCCASION.
00:57:21WE MUST HAVE THE COURAGE TO
RECOGNIZE THE CHALLENGES FACING
00:57:25OUR PEOPLE.
WE MUST HAVE THE COURAGE TO
