Does a vendor or entity that receives state funds or contributes cost share qualify as a Collaborator?
From the definition of "Collaborator" in Appendix A "All Collaborators must be represented by a Co-Investigator." Then in Appendix
A under "Co-Investigator" it says "See Principal Investigator." The definition of "Principal Investigator" in Appendix A states:
"The individual responsible and accountable for designing, conducting, and monitoring the Project. 'Co-Investigators' are two or
more investigators who share the responsibilities of a Principal Investigator."
A Collaborator must have a Co-Investigator as defined in Appendix A. The Co-Investigator for each Collaborator must be identified
on the Collaborator Information form. The responsibilities and qualifications of the Co-Investigator should be detailed in the
appropriate places in the proposal. The required letter from each collaborator should identify the Co-Investigator and acknowledge
the responsibilities of the Co-Investigator.
