The government in Washington didn't drive the nation over the so-called fiscal cliff this week, settling on a last-minute deal that cancelled tax rate hikes and automatic spending cuts. But the wheels came off any plan for a big-picture deficit fix, a battle still looms over raising the country's debt ceiling and taxes are still going up: The 2 percent payroll tax break expired.
