Gov. John Kasich called for Ohio to expand federal Medicaid by saying that when it comes to the poor, there should be no partisanship. But House Republicans disagree. They've retooled Kasich's budget and nixed expanding Medicaid to cover 275,000 more low-income Ohioans and the $13 billion in federal funds to cover it.
