Ohio intends to save money and ease prison overcrowding by not putting low level criminals behind bars and creating new pathways for some inmates to shorten their sentences. Non-violent offenders -- often those convicted of drug offenses -- would be diverted to rehab programs and halfway houses. It's a rare policy change that has bipartisan support in Columbus.
