AGAIN TRY AN UNTESTED METHOD OF
00:00:32EXECUTION.
LIBERAL AND CONSERVATIVE
00:00:33ACTIVISTS TAKE THEIR CASE
AGAINST JOBSOHIO TO THE STATE'S
00:00:35HIGHEST COURT.
AND TWO RELIGIOUS LEADERS TALK
00:00:38ABOUT THE FAITH THEY HAVE IN
MEDICAID EXPANSION.
00:00:42ALL THIS WEEK IN "THE STATE OF
OHIO."
00:00:51?
TIME IN FIVE YEARS, OHIO WILL
00:01:30BECOME THE FIRST STATE IN THE
COUNTRY TO USE AN UNTESTED
00:01:31METHOD OF EXECUTING A CONDEMNED
INMATE.
00:01:32FEDERAL JUDGE GREGORY FROST HAS
DENIED THE REQUEST TO STOP THE
00:01:34EXECUTION OF RONALD PHILLIPS,
WHOSE ATTORNEYS HAD ARGUED THE
00:01:35NEW TWO-DRUG COCKTAIL THAT'S
NEVER BEEN USED ANYWHERE BEFORE
00:01:36IS UNCONSTITUTIONAL, AND THAT
THE STATE HAD WAITED SO LONG TO
00:01:38ANNOUNCE IT WAS USING IT THAT
THERE WAS NO TIME TO INVESTIGATE
00:01:39IT.
AND GOVERNOR JOHN KASICH HAS
00:01:40DENIED CLEMENCY FOR PHILLIPS,
WHO WAS CONVICTED OF BEATING,
00:01:42RAPING AND KILLING SHEILA MARIE
EVANS, THE THREE YEAR OLD
00:01:43DAUGHTER OF HIS GIRLFRIEND, IN
SUMMIT COUNTY IN 1993.
00:01:44THE STATE IS USING THESE TWO
DRUGS AFTER FINISHING UP THE
00:01:46LAST OF ITS SUPPLY OF
PENTOBARBITAL IN THE EXECUTION
00:01:47OF HARRY MITTS, JR., IN
SEPTEMBER.
00:01:48OHIO WAS THE FIRST TO USE A
SINGLE DOSE OF PENTOBARBITAL IN
00:01:49LETHAL INJECTION IN 2011, AND
BEFORE THAT, WAS THE FIRST TO
00:01:53USE A SINGLE DOSE OF SODIUM
THIOPENTAL IN 2009.
00:01:57SOME THIRD PARTIES ARE VOWING TO
SUE AFTER THE GOVERNOR SIGNED A
00:02:01BILL SETTING RULES GOVERNING
MINOR POLITICAL PARTIES -- A
00:02:08BILL CRITICS CALL THE JOHN
KASICH RE-ELECTION PROTECTION
00:02:14ACT.
THE MEASURE HAD BEEN POISED TO
00:02:21CLEAR THE LEGISLATURE LAST WEEK,
BUT SENATORS REJECTED IT AFTER
00:02:24HOUSE-MADE CHANGES INADVERTENTLY
CUT A PIECE OF THE BILL.
00:02:25A COMMITTEE RESTORED THAT PIECE
WEDNESDAY AND MADE OTHER
00:02:28CHANGES.
GROUPS WANTING TO FORM PARTIES
00:02:32NEXT YEAR WOULD NEED PETITION
SIGNATURES EQUAL TO 0.5% OF THE
00:02:36TOTAL VOTES CAST IN THE MOST
RECENT GUBERNATORIAL OR
00:02:42PRESIDENTIAL ELECTION.
THEREAFTER, THEY MUST GATHER 1%.
00:02:46TO REMAIN QUALIFIED FOR THE
BALLOT, PARTIES MUST GET 2% OF
00:02:51TOTAL VOTES CAST IN THE
GOVERNOR'S RACE NEXT YEAR, AND
00:02:553% IN 2015 FOR THE FOLLOWING
GUBERNATORIAL OR PRESIDENTIAL
00:02:59ELECTIONS.
THERE WAS AN ELECTION THIS WEEK,
00:03:03AND WHILE THERE WERE NO
STATEWIDE ISSUES ON THE BALLOT,
00:03:07THERE WERE STILL PLENTY OF
QUESTIONS IN POLLING PLACES
00:03:09THROUGHOUT OHIO.
ABOUT 60% OF THE SCHOOL ISSUES
00:03:12ON BALLOTS AROUND THE STATE WERE
APPROVED, BUT THAT DOES NOT
00:03:13INCLUDE 23.5% PROPERTY TAX HIKE
FOR COLUMBUS.
00:03:14THERE WERE SUGGESTIONS THAT
NAGGING CONCERNS FOLLOWING A
00:03:17DATA-RIGGING SCANDAL HAD NOT
BEEN RESOLVED FOR VOTERS.
00:03:20AND THE COLUMBUS LEVY HAD SOME
SIMILARITIES TO THE CLEVELAND
00:03:23PLAN THAT WAS APPROVED THERE
LAST YEAR -- BOTH INCLUDED
00:03:28PROVISIONS THAT WOULD ALLOW
MONEY FROM THE LEVY TO BE SHARED
00:03:32WITH NON-PROFIT CHARTER SCHOOLS.
PARTS OF SOUTHEASTERN OHIO WILL
00:03:38BE GETTING A NEW AREA CODE SOON.
THERE AREN'T ENOUGH NUMBERS IN
00:03:42THE CURRENT 740 AREA CODE TO
ACCOMMODATE THE DEMAND, SO STATE
00:03:46UTILITY REGULATORS SAY THEY'RE
PREPARING TO INTRODUCE A NEW
00:03:48CODE BY EARLY 2015.
THE PUBLIC UTILITIES COMMISSION
00:03:52OF OHIO IS NOW ASKING PEOPLE FOR
INPUT ON HOW THE NEW CODE WILL
00:03:53BE ADDED.
AND GROUND WAS BROKEN THIS WEEK
00:03:56FOR THE HOLOCAUST MEMORIAL THAT
GOVERNOR KASICH HAS PUSHED FOR
00:03:58ON THE STATEHOUSE GROUNDS.
JEWISH LEADERS SAY IT WILL BE A
00:03:59FITTING TRIBUTE.
BUT SOME LEADERS OPPOSED THE
00:04:01IDEA OF A HOLOCAUST MEMORIAL AND
THE GOVERNOR'S ROLE IN MAKING IT
00:04:03HAPPEN.
THAT INCLUDES FORMER CAPITOL
00:04:04SQUARE BOARD CHAIRMAN RICHARD
FINAN, WHO ENDED UP RESIGNING
00:04:07EARLIER THIS YEAR, PARTLY DUE TO
HIS OPPOSITION TO KASICH'S
00:04:09INTERVENTION IN THE MEMORIAL
PROCESS.
00:04:11IF IT'S DONE ON TIME, OHIO'S
WILL BE THE SECOND HOLOCAUST
00:04:14MEMORIAL AT A US STATEHOUSE.
IOWA WAS THE FIRST.
00:04:16THE OHIO SUPREME COURT HEARD
ARGUMENTS THIS WEEK ON JOBSOHIO,
00:04:21BUT NOT ON WHETHER IT'S A
CONSTITUTIONAL CREATION.
00:04:26THIS WEEK'S CASE WAS SIMPLY
ABOUT WHO CAN FILE A LAWSUIT TO
00:04:28SETTLE THE QUESTION OF
CONSTITUTIONALITY.
00:04:33AND WITH THAT IN MIND, BOTH
SIDES GOT THE QUESTION -- WHO
00:04:34HAS THE LEGAL STANDING TO SUE
THE STATE IN A CASE LIKE THIS?
00:04:39CHIEF JUSTICE MAUREEN O'CONNOR
ASKED IT OF MAURICE THOMPSON
00:04:40FROM PROGRESS OHIO, WHICH FILED
THE SUIT.
00:04:50>> DOES EVERYONE IN OHIO HAVE
THE RIGHT TO STAND WHERE YOU ARE
00:04:55TODAY?
>> IN CERTAIN CASES, IT IS
00:05:00IMPERATIVE --
>> THIS CASE.
00:05:02THE FILING WITHIN THE 90 DAYS.
>> IT'S IMPERATIVE IN SOME CASES
00:05:05THAT ANY OHIOAN HAVE THE
STANDING TO ENFORCE THE
00:05:14CONSTITUTION.
>> THE SAME CITIZEN, TAXPAYER,
00:05:19VOTER, DO THEY HAVE THE ABILITY
TO MERELY VOTE OUT THE
00:05:22LEGISLATURE AND THE HOURS OF
ELECTED -- POWERS ELECTED TO PUT
00:05:30THIS PROGRAM IN PLACE?
ISN'T THAT THE REMEDY?
00:05:32>> NO, YOUR HONOR.
THE PURPOSE IS TO PROTECT THE
00:05:39POLITICALLY WEAK FROM THE
POLITICALLY POWERFUL.
00:05:42THERE MUST BE A CONSTITUTIONAL
REMEDY WHERE THE LEGISLATURE
00:05:47VIOLATES THE CONSTITUTION.
THE COURT HAS SAID VERY CLEARLY
00:05:49THAT IT IS THE DUTY TO DECLARE
THE CONSTITUTIONALITY OF
00:05:53LEGISLATIVE ACT AND NOT ALLOW
THE LEGISLATURE TO AGGRANDIZE
00:05:58ITSELF.
>> AND JUSTICE WILLIAM O'NEILL
00:05:59ASKED A SIMILAR QUESTION OF
STATE DEPUTY SOLICITOR STEVEN
00:06:01CARNEY.
>> WHO WAS STANDING AGAINST
00:06:10PROGRESS OHIO?
>> IF THEY DISAGREE WITH THE
00:06:14TRANSACTION, THE PRIVATE PARTY
PEOPLE WHO DEAL WITH LIQUOR IN
00:06:19THE NEW ARRANGEMENT --
>> WHY ARE THEY DIFFERENT?
00:06:23>> THEY HAVE A AN INTEREST IN
THE TRANSACTION.
00:06:25>> AND JUSTICE PAUL PFEIFER
ASKED IF THE OPPOSITION TO
00:06:30PROGRESS OHIO'S CASE HAS TO DO
WITH JOBSOHIO'S DECISION TO
00:06:32COMPLETE THE LIQUOR PROFITS
TRANSFER AND SELL BONDS EVEN
00:06:34WITH THE CONSTITUTIONAL ISSUES
OUTSTANDING.
00:06:37>> ISN'T THAT REALLY WHAT'S
DRIVING THE STATE AT THIS POINT?
00:06:43THE STATE FEELS THE CLOUD WE
WERE WORRIED ABOUT HAS GONE AWAY
00:06:48AS A PRACTICAL MATTER.
NOW WE REALLY DON'T WANT ANYONE
00:06:51IN THE COURTHOUSE.
>> NOT AT ALL, YOUR HONOR.
00:06:54THE DOORS ARE OPEN WIDE WITH
ANYONE WITH REAL STANDING.
00:06:59JOBS OHIO SOLD THE BONDS AND
THAT GETS TO THE ALLEGATIONS.
00:07:01THE TAXPAYER STANDING CLAIM
HERE, WHICH THEY'RE TRYING TO
00:07:07THROW IT ALL IN THIS DO, THEY
NEVER DEFINED AS THE RULE OF
00:07:11LAW.
THIS WHAT HAS SAID IN MASTERSON
00:07:16THAT THERE IS NO GENERALIZED
TAXPAYER STANDING IN OHIO FOR
00:07:20THE GENERAL REVENUE FUND.
IT IS ONLY FOR SPECIAL FUNDS.
00:07:22>> THOMPSON SAID THE JOBSOHIO
LAW IMPLICATES PUBLIC RIGHTS,
00:07:25NOT INDIVIDUAL RIGHTS.
AND HE SAYS IF NO ONE HAS
00:07:29STANDING TO CHALLENGE LAWS,
LAWMAKERS ARE ALL POWERFUL AND
00:07:32CAN LEGISLATE AT WILL.
AND HE ADDED THAT THERE ARE WAYS
00:07:36TO SAFEGUARD AGAINST FRIVOLOUS
LAWSUITS THROUGH SANCTIONS.
00:07:39BUT CARNEY AND THE JOBSOHIO SIDE
ARGUED THAT PROGRESS OHIO WANTS
00:07:42AN UNPRECEDENTED FORM OF
STANDING THAT WOULD ALLOW 11.5
00:07:46MILLION PEOPLE TO LEGALLY FIGHT
ANY STATE LAW.
00:07:48>> AND JUSTICE PFEIFER ASKED FOR
MORE INFORMATION BY USING A
00:07:50METAPHOR TO DESCRIBE THIS ISSUE
AS HE SEES IT.
00:07:53>> YOU CROSS SEVERAL HURDLES AND
YOU STILL HAVE NOT EXPLAINED IT
00:08:03AWAY, CLEVELAND FIREFIGHTERS,
OKLAHOMA -- OHIO PYRO.
00:08:06THEY WANT YOU TO THROW AWAY ALL
OF THAT PRECEDENT AND LET
00:08:10EVERYBODY SUE AS LONG AS IT'S A
CONSTITUTIONAL CHALLENGE.
00:08:12THAT'S YOUR ONLY LIMIT.
>> AND JUSTICE PFEIFER ASKED FOR
00:08:15MORE INFORMATION BY USING A
METAPHOR TO DESCRIBE THIS ISSUE
00:08:17AS HE SEES IT.
>> ICA BIG WALL.
00:08:23IT ALL LOOKS ALIKE.
IT'S ALL PAINTED THE SAME COLOR.
00:08:25SOMEHOW, THE SUPREME COURT OR
THE COURTHOUSE IS BEHIND THE LAW
00:08:32BUT FINDING THE DOOR -- WHERE IS
IT?
00:08:38YOU SAY IT'S OF THEIR.
I'M NOT UNDERSTANDING WHERE THE
00:08:45DOOR IS.
>> I DON'T WANT TO OVERSTEP HIS
00:08:48TIME TO OVERSTEP HIS TIME BUT
THE DOOR IS WIDE OPEN TO THE
00:08:49SUPREME COURT IF YOU BRING A
TRUE ORIGINAL ACTION THEY'VE
00:08:53NEVER TRIED IN THE DOORS OPEN
FOR ALL OF THESE AFFECTED
00:08:55PEOPLE.
JUST AS OTHERS ARE NOT INCLINED,
00:08:59WE ARE NOT GOING TO MANUFACTURE
STANDING FOR SOMEONE ELSE
00:09:02BECAUSE THE PEOPLE EFFECTED HAVE
NOT SUED YET.
00:09:07>> AND THE JOBSOHIO SIDE ALSO
ARGUED THAT THERE'S NO
00:09:09INVESTMENT OF PUBLIC MONEY HERE
SO THERE CAN'T BE ANY TAXPAYER
00:09:12STANDING, BECAUSE JOBSOHIO IS A
PRIVATE NON-PROFIT CORPORATION.
00:09:16THAT WAS JUST ONE OF THE SEVERAL
HINTS OF POSSIBLE FUTURE
00:09:19ARGUMENTS ABOUT JOBSOHIO, SUCH
AS ABOUT ITS TRANSPARENCY.
00:09:21BUT THOSE WON'T HAPPEN UNLESS
THE SUPREME COURT RULES THAT
00:09:23PROGRESS OHIO HAS STANDING AND
THAT THE LAWSUIT CAN PROCEED.
00:09:28AFTER THE ARGUMENTS, THE
JOBSOHIO SIDE DIDN'T HAVE MUCH
00:09:31TO SAY.
BUT ATTORNEY DOUGLAS COLE SAID
00:09:33HE FELT HIS SIDE HAD MADE THE
CASE THAT PROGRESS OHIO DIDN'T
00:09:36HAVE THE LEGAL STANDING TO BRING
THE CASE TO THE COURT.
00:09:42>> I THINK WE PRESENTED THE
BETTER ARGUMENT TODAY BEING
00:09:49SHOWN THAT PROGRESS OHIO IS NOT
INVOLVED IN THE TRADITIONAL
00:09:52UNDERSTANDING OF THE STATE NOR
WITH ANY EXCEPTION THAT THE
00:09:56COURT HAS EVER CLEARED.
>> THE PROGRESS OHIO SIDE HELD A
00:09:59FULL-ON PRESS CONFERENCE,
FEATURING THOMPSON AND BRIAN
00:10:04ROTHENBERG OF THE PROGRESSIVE
COALITION, ALONG WITH ROB
00:10:08WALGATE OF THE CONSERVATIVE OHIO
ROUNDTABLE, AND THE DEMOCRATIC
00:10:13LAWMAKERS WHO'D JOINED THE SUIT
IN 2011, SENATOR MICHAEL
00:10:17SKINDELL OF LAKEWOOD AND FORMER
REPRESENTATIVE DENNIS MURRAY OF
00:10:20SANDUSKY.
THOMPSON SAID THAT WHILE HE
00:10:22NEVER LIKES TO PREDICT WHAT THE
JUSTICES WILL DO, HE THINKS
00:10:24PROGRESS OHIO WILL PREVAIL.
>> AND PROGRESS OHIO'S BRIAN
00:10:28>> I DON'T KNOW WHERE THE VOTE
WILL COME FROM.
00:10:34IF THEY WANT TO REDACT HALF OF
THE OHIO CONSTITUTION THEN THEY
00:10:37HAVE TO RULE IN OUR FAVOR.
I THINK THEY RECOGNIZE THAT THIS
00:10:42BODY HAS A PLACE IN OUR STATE
GOVERNMENT AND THAT PLACE WILL
00:10:45BE LOST A PROGRESS OHIO DOES NOT
HAVE A STANDING.
00:10:47>> AND PROGRESS OHIO'S BRIAN
ROTHENBERG AGREES WITH HIS
00:10:51CONSERVATIVE PARTNER IN THIS
FIGHT.
00:10:54>> I DON'T MAKE PREDICTIONS AND
SOMEONE ELSE CAN.
00:11:03IT'S BEEN A LONG, STRANGE TRIP
AND I DON'T THINK IT'S ABOUT TO
00:11:06END.
>> THE ISSUE OF STANDING IS KEY
00:11:07IN SEVERAL OTHER CASES,
INCLUDING THE LAWSUIT OVER VIDEO
00:11:12LOTTERY TERMINALS AT HORSERACING
TRACKS THAT WAS FILED BY
00:11:13PROGRESS OHIO AND THE
CONSERVATIVE OHIO ROUNDTABLE.
00:11:14ALL BUT ONE JUSTICE ON THE COURT
ARE REPUBLICANS.
00:11:16ONE OF THOSE REPUBLICANS,
JUSTICE PAUL PFEIFER, SAID IN
00:11:19COURT THAT THIS IS A COMPLICATED
CASE AND THAT PERHAPS IT SHOULD
00:11:21BE TRIED IN COMMON PLEAS COURT
WHICH IS EXACTLY WHAT WOULD
00:11:25HAPPEN IF THE COURT SIDES WITH
PROGRESS OHIO ON THE ISSUE OF
00:11:28STANDING.
THERE'S NO TIMELINE FOR A RULING
00:11:31THOUGH THOMPSON SAID HE THINKS
HIS LAWSUIT AGAINST THE STATE
00:11:35OVER MEDICAID EXPANSION WILL BE
DECIDED BEFORE THIS ONE WILL.
00:11:39SPEAKING OF MEDICAID EXPANSION,
AMONG THE ARGUMENTS THAT GOV.
00:11:43JOHN KASICH MADE FOR IT WERE
ABOUT MONEY -- BOTH THE MONEY
00:11:46THAT COULD BE SAVED AND THAT
COULD BE BROUGHT INTO THE STATE
00:11:50FROM THE FEDS.
HE ALSO TALKED ABOUT JOB
00:11:53CREATION, AND EVEN ABOUT
HISTORY, SAYING THAT RONALD
00:11:59REAGAN, A PRESIDENT REVERED BY
MANY CONSERVATIVES, EXPANDED
00:12:02MEDICAID IN 1986.
BUT MANY OF HIS STATEMENTS WERE
00:12:05ABOUT FAITH.
HE HAS TALKED OFTEN ABOUT
00:12:08MEDICAID EXPANSION BENEFITTING
THE LEAST AMONG US.
00:12:12HE'S SAID THE LORD GAVE HIM A
CHANCE TO BE GOVERNOR, AND THAT
00:12:15MEDICAID EXPANSION WAS ONE
REASON WHY.
00:12:19AND HE'S SAID HE'S TOLD
LAWMAKERS THAT WHEN THEY MEET
00:12:23WITH ST. PETER, THEY BETTER HAVE
GOOD ANSWERS WHEN HE ASKS WHAT
00:12:27THEY DID FOR THE POOR.
AND KASICH HAS BEEN BOLSTERED IN
00:12:31HIS ARGUMENTS BY CLERGYMEMBERS
FROM SEVERAL FAITHS -- INCLUDING
00:12:34THOSE WHO HAD CONCERNS ABOUT
SOME OF THE OTHER MOVES THAT
00:12:36REPUBLICANS HAVE MADE.
HERE TO TALK ABOUT WHY THEY'VE
00:12:39SUPPORTED MEDICAID EXPANSION ARE
TWO OF THEM.
00:12:42SISTER MONICA MCGLOIN IS A
DOMINICAN SISTER OF HOPE AND ONE
00:12:44OF THE "NUNS ON THE BUS," A
GROUP THAT'S TRAVELED AROUND THE
00:12:46STATE AND THE COUNTRY SPEAKING
OUT ON A VARIETY OF POLICY
00:12:48ISSUES.
REV. TIMOTHY AHRENS IS THE
00:12:50PASTOR OF THE FIRST
CONGREGATIONAL CHURCH JUST A FEW
00:12:51BLOCKS AWAY FROM THE STATEHOUSE,
AND HAS ALSO BEEN OUTSPOKEN ON
00:12:52SEVERAL LEGISLATIVE EFFORTS.
LET ME ASK YOU BOTH HERE.
00:12:59WERE YOU SURPRISED WHEN GOVERNOR
KASICH PUT MEDICARE EXPANSION
00:13:03INTO HIS BUDGET GIVEN WHAT'S
BEEN HAPPENING AT THE STATEHOUSE
00:13:07OVER THE LAST FEW YEARS?
I WILL START WITH YOU, REVEREND.
00:13:09>> I DON'T KNOW IF I WAS SO
SURPRISED AS I WAS EXCITED.
00:13:13I WAS CONVENING THE CENTRAL OHIO
MEDICAID EXPANSION COALITION.
00:13:22WE RELATED THAT HE HAD TAKEN THE
INFORMATION WE HAD GIVEN HIM AND
00:13:25RAN WITH IT.
I THINK WHAT HAS SURPRISED ME IS
00:13:31THE VERACITY WITH WHICH HE HAS,
ON TO IT, THE DEPTH OF HIS
00:13:37CONVICTION IN RELATION TO HIS
OWN CHRISTIAN FAITH AND HE HAS
00:13:39NOT LET GO.
HE HAS BEEN COMPELLING IN HIS
00:13:47DEFENSE OF MEDICAID EXPANSION.
THAT IS THE GREATER SURPRISE FOR
00:13:51ME.
>> SISTER MONICA, THE GOVERNOR
00:13:53PROPOSED IT IN HIS BUDGET AND
GOT STRIPPED OUT.
00:13:57SINCE THEN HE HAS CONSISTENTLY
TALKED ABOUT IT TO THE POINT
00:14:01WHERE HE TOOK IT TO THE
CONTROLLING BOARD AND THEY ARE
00:14:03NOW FACING A LAWSUIT. ARE YOU
SURPRISED BY HIS ACTIONS?
00:14:05>> I WAS VERY SURPRISED
INITIALLY AND I READ IT AGAIN TO
00:14:10MADE SURE I GOT IT RIGHT.
WE WERE THRILLED.
00:14:14WE HOPE TO THAT HE WOULD STICK
WITH IT AND I'M JUST DELIGHTED
00:14:20THAT HE HAS BECAUSE WE NEED
MEDICAID EXPANSION.
00:14:26THAT'S FOR SURE.
I WAS DISTRESSED THAT HE GOT SO
00:14:31MUCH RESISTANCE.
I'M MORE SURPRISED, I THINK,
00:14:35THAT WE HAVE PEOPLE IN THE
LEGISLATURE THAT ARE SO OPPOSED
00:14:39TO THIS WHEN IT JUST MAKES GOOD
SENSE.
00:14:40>> LET ME ASK YOU ABOUT THAT.
YOU HAVE SEVERAL LAWMAKERS TO
00:14:46TALK ABOUT THEIR FAITH QUITE
OFTEN.
00:14:47THEY TALK ABOUT FAITH-RELATED
ISSUES ESPECIALLY WHEN YOU TALK
00:14:53ABOUT ABORTION.
WERE YOU SURPRISED THAT THERE
00:14:54WAS SO MUCH OPPOSITION TO THIS
IDEA OF OPPOSITION FROM THOSE
00:15:00WHO TALK ABOUT THEIR FAITH SO
OFTEN?
00:15:01>> FOR YEARS, SISTERS HAVE
PROVIDED SERVICES, HEALTH,
00:15:09SOCIAL SERVICES, EDUCATION,
SPIRITUAL.
00:15:10WE KNOW FIRSTHAND THE PEOPLE WHO
ARE SUFFERING BECAUSE THEY DID
00:15:16NOT HAVE ACCESS TO HEALTHCARE.
THIS IS A MATTER OF LIFE.
00:15:22IT'S A RIGHT TO LIFE.
IT SURPRISES ME THAT PEOPLE WHO
00:15:26SAY THEY BELIEVE IN LIFE, THEY
BELIEVE IN THE RIGHT TO LIFE.
00:15:30THEY WANT TO PROTECT LIFE.
THEY WOULD BE OPPOSED TO
00:15:36SOMETHING LIKE THIS BECAUSE IT
IS CLEARLY A PROTECTION OF LIFE.
00:15:40THERE ARE PEOPLE WITH THIS
EXPANSION OF MEDICAID THEY WILL
00:15:41BE ABLE TO HAVE ACCESS TO
REGULAR, ONGOING CARE,
00:15:49PREVENTATIVE CARE.
THEY WILL BE BETTER ABLE TO CARE
00:15:50FOR THEIR FAMILIES.
WHY WOULD WE WANT TO DENY HEALTH
00:15:54CARE TO PEOPLE?
MANY PEOPLE, FOR SURE, HAVE DIED
00:15:59PREMATURELY BECAUSE THEY DID NOT
HAVE ACCESS TO HEALTHCARE.
00:16:04>> REVEREND, YOU'RE NO STRANGER
TO BEING ON THE SIDE OF ISSUES
00:16:09LAWMAKERS ARE CONCERNED ABOUT.
>> I SPENT MONTHS OF THIS YEAR
00:16:16IN THE OFFICES OF LEGISLATURES.
I GUESS ONE OF THE THINGS THAT
00:16:19SURPRISED ME ALONG WITH WHAT
SISTER MONICA IS SAYING IS THE
00:16:24LACK OF NERVE AND THE LACK OF
FORTITUDE THAT LEADERS WERE
00:16:29SHOWING TO TAKE ON SOMETHING
FROM THEIR OWN PARTY THAT THEIR
00:16:33GOVERNOR WAS LEADING.
I WAS REALLY TAKEN BACK BY THE
00:16:39LACK OF LEADERSHIP FOR THIS VERY
POSITIVE THING.
00:16:42IF YOU'RE SPEAKING ABOUT THIS
FROM FAITH, AS A CHRISTIAN, YOU
00:16:51HAVE TO ACKNOWLEDGE ONE PASSAGE
AFTER ANOTHER WHERE JESUS IS A
00:16:55HEALER AND HE IS CALLING OTHERS
TO BE HEALERS, TO BE A PART OF A
00:16:59SYSTEM THAT BRINGS HELP TO THOSE
WHO ARE MOST VULNERABLE, THE
00:17:05POOREST OF THE POOR.
IF YOU'RE GOING TO SPEAK OUT OF
00:17:07YOUR FAITH, YOU ARE DENYING
JESUS, IF YOU WILL, BY NODDING
00:17:14KNOWLEDGE AND THE NEED TO CARE
FOR THE POOR IN THESE AREAS OF
00:17:17HEALTHCARE.
I JUST DON'T EDIT.
00:17:18>> GOVERNOR KASICH HAS TALKED
ABOUT SOME OF HIS JEWISH FRIENDS
00:17:24TALKING ABOUT THE WHOLE IDEA OF
TAKING CARE OF THE WORLD THAN
00:17:30MAKING THE WORLD A BETTER PLACE
FOR PEOPLE.
00:17:32THE FAMOUS PHRASE IN JUDAISM IS
TO HEAL THE WORLD.
00:17:39THIS IS ACTUALLY THE CLEAREST
DIRECTION THAT JEWS WILL TALK
00:17:50ABOUT IN THE ROUND FACE
CONVICTION.
00:17:53THEY ARE HERE TO BE HEALERS OF
THE WORLD.
00:17:54WHEN YOU TALK ABOUT THE
RELIGIOUS ENDS, WE REALLY HAVE
00:18:03THIS CALL TO BE HEALERS OF THE
WORLD AND TO CARE FOR THOSE WHO
00:18:08HAVE BEEN FORSAKEN.
>> THERE'S ANOTHER PASSAGE THAT
00:18:10SOME PEOPLE BRING UP.
GOD HELPS THOSE WHO HELP
00:18:14THEMSELVES AND THE IDEA THAT IF
YOU EXPAND MEDICAID YOU MAKE
00:18:18PEOPLE MORE DEPENDENT ON
GOVERNMENT WHEN THEY SHOULD BE
00:18:21BETTERING THEIR OWN LIVES.
>> THAT'S NOT IN THE BIBLE, BY
00:18:25THE WAY.
[LAUGHTER]
00:18:26FLEX AT THE HEART OF CATHOLIC
SOCIAL TEACHING AND ALL OF THE
00:18:35SCRIPTURES IS THE CALL TO BE A
COMMUNITY.
00:18:40THE RECOGNITION THAT NONE OF US
LIVES IN ISOLATION.
00:18:44WE ARE INTERRELATED AND
THEREFORE WE HAVE A LOT OF
00:18:48RESPONSIBILITY TO CARE FOR AND
ABOUT ONE ANOTHER.
00:18:49IT DOES NOT MAKE SENSE THAT THIS
WILL MAKE PEOPLE DEPENDENT.
00:18:55THIS WILL HELP TO MAKE US ALL
HEALTHIER.
00:18:58IF WE ARE HEALTHIER, WE WILL BE
A BETTER COMMUNITY.
00:19:03AS A STATE, BUSINESS WILL BE
BETTER.
00:19:06WE WILL HAVE HEALTHY WORKFORCE.
I DON'T UNDERSTAND.
00:19:12I KNOW PEOPLE LIKE TO QUOTE
THAT.
00:19:15IT'S NOT IN THE BIBLE.
>> YOU HAVE SOME FISCAL
00:19:18CONSERVATIVES WHO GO BACK TO THE
ARGUMENT YOU MADE ABOUT FIXING
00:19:21THE WORLD THAT ALL OF THIS WILL
CONTRIBUTE TO THE DEBT THAT WILL
00:19:26CARRY ON TO FUTURE GENERATIONS
AND PREVENTS US FROM FIXING THE
00:19:32WORLD.
IT GOES AGAINST THE IDEA OF
00:19:33TAKING CARE OF OTHER PEOPLE
BECAUSE THERE WILL NOT BE ENOUGH
00:19:37MONEY TO DO THAT.
WHAT ABOUT THAT?
00:19:38>> ONE SCRIPTURE SCHOLAR TALKS
ABOUT THE PHARAOH ECONOMY.
00:19:50THERE WAS NOT ENOUGH AND IT
LEADS TO CONSUMERS AND
00:19:54DEPRESSION.
WALTERS'MESSAGES WE NEED TO GO
00:20:05INTO THE DESERT AND COME OUT
WITH THE 10 COMMANDMENTS OR AN
00:20:10ECONOMY BASED ON ABUNDANCE.
THE REALITY IS THERE IS ENOUGH
00:20:13FOR EVERYBODY.
WHETHER WE LIKE IT OR NOT, WE
00:20:19ARE A PEOPLE, A COMMUNITY.
WE HAVE A RESPONSIBILITY TO ONE
00:20:23ANOTHER.
THEREFORE, WE NEED TO DO THESE
00:20:26THINGS.
THERE IS ENOUGH.
00:20:28THIS IDEA THAT IF SOMEONE ELSE
HAS HEALTHCARE THAT I WILL NOT
00:20:34BE CARED FOR IS SIMPLY NOT TRUE.
I GUESS IT'S HARD TO APPEAL TO
00:20:40PEOPLE WHO HAVE THE STRONG
FEELINGS ABOUT THESE THINGS, BUT
00:20:43IT SEEMS TO ME TO NOT MAKE
SENSE.
00:20:44CLIQUES IF YOU HAVE THOSE WHO
HAVE NO PRIMARY PHYSICIAN, NO
00:20:52HEALTH HOME ENDING UP IN
EMERGENCY ROOMS FOR A HEAD COLD,
00:21:01THINGS THAT REALLY SHOULD BE
TREATED IN ANOTHER SETTING FOR
00:21:04HEALTHCARE, YOU ARE DOING A
DISSERVICE TO BOTH THEM AND THE
00:21:10ECONOMICS OF HEALTHCARE.
FOR THOSE WHO SAY WE CANNOT DO
00:21:15THIS.
AS A MATTER OF FACT, WE ARE
00:21:18LOSING BILLIONS OF DOLLARS IN
EMERGENCY ROOMS OF HOSPITALS
00:21:22THAT CAN BE BETTER SPENT FOR
CARE OF PEOPLE OF THE LEVEL IN
00:21:29WHICH THEY NEEDED.
IT JUST MAKES SENSE.
00:21:31IT MAKES ECONOMIC SENSE, FISCAL
SENSE AND I DON'T GET WHERE
00:21:38THEY'RE GOING WITH IT.
THEY DON'T MAKE SENSE TO ME.
00:21:41>> DO YOU THINK THIS IDEA OF
MEDICAID EXPANSION CHALLENGES
00:21:45HOW PEOPLE THINK OF THE POOR AND
WHO THEY THINK IS DESERVING OF
00:21:51CARE AND SUPPORT?
>> WHEN YOU START SEEING THE
00:21:55NUMBERS.
130 AT PERCENT POVERTY LEVEL
00:22:00WHEN YOU TALK ABOUT A SINGLE
HOME, $15,000.
00:22:05EVEN IN POOR PARTS OF OUR STATE,
CERTAINLY THOSE IN THE MIDDLE
00:22:08CLASS, PEOPLE ARE LIVING ON THAT
IN THE YEAR 2013?
00:22:14HOW DO THEY SURVIVE?
>> I SAW SOMEONE AT THE GROCERY
00:22:22STORE WITH FOOD STAMPS AND A
BRAND-NEW PHONE.
00:22:23YOU DO HAVE SOME PEOPLE WHO SEEM
TO HAVE AN IMAGE OF THE POOR AS
00:22:31BEING ONE KIND OF PERSON, MAYBE.
>> PEOPLE HAVE A VERY NEGATIVE
00:22:35IMAGE OF THE POOR.
THEY FEEL POOR PEOPLE ARE POOR
00:22:39BECAUSE THEY DID NOT DO THE
RIGHT THING.
00:22:40THAT'S NOT TRUE.
IF YOU KNOW PEOPLE WHO ARE POOR,
00:22:44YOU KNOW THAT.
ACROSS OUR COUNTRY THERE ARE
00:22:53PEOPLE AND SITUATIONS DUE TO
THEIR OWN DECISION-MAKING BUT IF
00:22:56YOU HAVE A LOT OF MONEY, PEOPLE
DON'T NOTICE YOU BECAUSE YOU
00:22:59HAVE PROTECTIONS, IF YOU WILL.
THE POOR ARE VERY VULNERABLE.
00:23:03I'M NOT SAYING EVERY POOR PERSON
IS THE SAME ANYMORE THAN I'M THE
00:23:09SAME OR YOU ARE THE SAME, I
GUESS.
00:23:10WHEN WE TALK ABOUT MEDICAID
EXPANSION AND PEOPLE ABSOLUTELY
00:23:16REFUSE TO BELIEVE THAT THE
PEOPLE WHO WILL BENEFIT FROM
00:23:19THIS, MANY OF THEM ARE WORKING
POOR.
00:23:24THEY WORK FULL-TIME SOME MORE
THAN ONE JOB, TWO PART-TIME JOBS
00:23:29TRYING TO CARE FOR THEIR FAMILY.
THESE ARE THE PEOPLE WHO ARE
00:23:35DOING TEMPORARY WORK BECAUSE
THAT'S ALL THEY CAN FIND AND IT
00:23:37PAYS VERY LITTLE THAN TO DOES
NOT OFFER ANY HEALTH-CARE
00:23:40BENEFIT.
I WON'T NAME THE BUSINESSES, BUT
00:23:46THEY COULD MAYBE BY HEALTHCARE
BUT THEY'RE SALARY IS SO LOW
00:23:50THEY CAN'T AFFORD IT.
THESE ARE THE WORKING POOR.
00:23:52AS FAR AS I KNOW, THESE ARE THE
PEOPLE WHO BUILT AMERICA.
00:23:58THESE ARE THE PEOPLE WE READ
ABOUT IN OUR HISTORY BOOKS.
00:24:00I THINK PEOPLE NEED TO GET
STRAIGHT.
00:24:06THEY ARE WORKING POOR.
THEY ARE PEOPLE WHO ARE
00:24:10UNEMPLOYED, DISABLED, VETERANS.
THEY WILL BENEFIT FROM THIS.
00:24:14>> TO BACK THAT UP, MY CHURCH
EVERY DAY, PEOPLE SHOW UP AT OUR
00:24:21DOOR.
I WOULD LIKE TO TELL YOU THAT
00:24:26THE STORIES ARE GETTING BETTER
AND THAT THE POOR ARE BETTER OFF
00:24:29NOW THAN THEY WERE FOUR YEARS
AGO.
00:24:30THEY ARE NOT.
THE STORY IS GETTING MORE
00:24:34DESPERATE.
THE STORY BECOMES MORE CLEAR
00:24:37THAT A MEDICAL EMERGENCY HAS
SUNK THEM AND IN SOME CASES
00:24:44CAUSES THEM TO LOSE THEIR HOME
AND NOW THEY ARE ON THE STREETS
00:24:46BECAUSE THEY'RE TRYING TO PAY
OFF BILLS.
00:24:47THEY ARE ONE MISSTEP AND A FALL
AWAY FROM SURVIVAL.
00:25:00AND NOW THEY ARE NOT SURVIVING.
I WOULD REALLY CHALLENGE THOSE
00:25:04WHO ARE SAYING THE POOR ARE THIS
AND THAT.
00:25:07I INVITE KNOWN TO COME DOWN AND
MEET THE POOR EVERYDAY BECAUSE
00:25:14THEY HAVE REAL FACES AND REAL
NAMES.
00:25:16WE ARE DOING EVERYTHING THAT WE
CAN.
00:25:17QUITE FRANKLY, WE NEED A SYSTEM
THAT SUPPORTS WITH THE CHURCHES
00:25:22ARE DOING, THOSE WHO ARE
GENEROUS AND COMPASSIONATE, WHAT
00:25:28THEY ARE DOING TO BACK IT UP.
IT'S NOT ENOUGH.
00:25:29OUR CHURCH CANNOT DO ENOUGH.
THE CHURCHES IN OUR STATE CANNOT
00:25:36DO ENOUGH.
WE NEED A SYSTEM OF GOVERNMENT
00:25:39THAT REALLY MAKES IT HAPPEN IN
TERMS OF MEDICAL CARE, JOBS,
00:25:41OTHER THINGS.
>> REVEREND AHRENS, SISTER
