Republicans and Democrats are still trying to reach agreement on sticking points. Ahead, a discussion with our statehouse team about what led to the impasse. The United States Supreme Court's just concluded session saw decisions on gerrymandering, and the Census. But the close decisions did not fall as predictably as may have been expected.
