Description
The state of Ohio has laid off workers, drained the rainy day fund and spent billions of federal stimulus dollars just to patch the current two-year budget. But, starting next year, there's a new budget shortfall that could be as big as $8-billion. Experts say that's way too big a hole to be filled by a tax increase or spending cuts alone. So how does state government avoid a great fiscal train wreck?
