Ferguson, New York, Beavercreek, OH... grand juries all over the country are deciding not to indict police officers in cases involving civilian deaths. Each year over 400 people are killed by police in the U.S., and only a handful of grand juries issue indictments. We'll look at the influence of conflicting accounts and legal alliances on judicial procedure.
