Ohio Gov. Mike DeWine is asking lawmakers to spend $162 million over the next two years to retrain teachers in the "science of reading," and place 100 literacy coaches in the field.

More than half the states, 29 of them, have passed laws or implemented similar policies over the past decade to improve literacy. Are any of these policies working?
